Authorizing the City of Bangor's Public Health and Community Services name and logo to be included as a
partner in the Flavors Hook Kids Maine Campaign.
This Order will authorize representatives of the Flavors Hook Kids Maine Campaign to include the
City of Bangor's Public Health and Community Services Department's name and logo on their partner
list, fact sheet and website, and otherwise with prior written permission of the City Manager.
The Flavors Hook Kids Maine Campaign seeks to prevent the sale of flavored tobacco products in
Maine. With the exception of menthol, flavored cigarettes have been banned in the United States
since September 22, 2009. Such flavored cigarettes were banned because they specifically appealed
to children. The State of Maine followed suit and banned cigars that the Attorney General
determines to have flavors of "candy, chocolate, vanilla, fruit, berry, nut, herb, spice, honey, or
alcoholic drink."
While the ban on flavored cigarettes and the partial ban for flavored cigars remain, other tobacco
products such as electronic cigarettes and hookah, do not share the same ban. Flavors Hook Kids
Maine Campaign seeks to ban the sale of flavors for all tobacco products and to eliminate any
exception allowing for menthol or other flavors of such tobacco products to be sold.

Authorizing the City of Bangor's Public Health and Community Services name and logo to be included as a
partner in the Flavors Hook Kids Maine Campaign.
WHEREAS, according to the Maine Center for Disease Control & Prevention, twenty-eight percent (28%) of
Maine High School students report current use of e-cigarettes,
WHEREAS, seventy percent (70%) of teen e-cigarette users cite flavors as a reason that they use the product,
WHEREAS, fifty percent (50%) of high schoolers who smoke cigarettes use menthol cigarettes,
WHEREAS, eighty percent (80%) of youth who use any type of tobacco product started with a flavored
product,
WHEREAS, according to the Flavors Hook Maine Kids Campaign, there are over fifteen thousand (15,000)
flavored tobacco products on the market,
WHEREAS, according to the Centers for Disease Control and Prevention (“CDC”), e-cigarettes are not safe for
youth or young adults and contain nicotine, which can harm adolescent brain development, and
WHEREAS, the CDC states that “cigarette smoking remains the leading cause of preventable death and
disability in the United States,”
Be it Ordered by the City Council of the City of Bangor that the name and logo of the Bangor Public Health
and Community Services Department may be used by the Flavors Hook Kids Maine campaign on their partner
list and fact sheet and may be included in the list of partners on their website. With the prior written
permission of the City Manager, the Bangor Public Health and Community Services Department's name and
logo may be used on other Flavors Hook Kids Maine campaign materials. The City Council reserves the right
to revoke this authorization.
