Authorizing the City Manager to renew the State of Maine contract that allows Bangor Public Health and
Community Services to be a Car Seat Distribution and Inspection Site.
This order authorizes a contract renewal with the State of Maine that allows Bangor Public Health to
continue to be a car seat distribution and inspection site. Since 2016, Bangor Public Health and
Community Service's Maternal and Child Health Program has held a Car Seat Distribution and
Inspection contract with the State of Maine Department of Public Safety, Bureau of Highway Safety.
This collaboration provides 1 car seat per lifetime at no charge to qualifying families in need. The
program also provides installation of the car seats, inspections of installed car seats and safety
education to parents.
The car seat distributions are funded by the State of Maine Department of Public Safety, Bureau of
Highway Safety. The City of Bangor, through Bangor Public Health, provides 1 nurse who is a Certified
Car Seat Technician and who obtains the car seats and distributes them with installation education to
the family. The nurse also provides inspections for installed car seats. This program is carried out
during her normal work hours and is in addition to her full time duties assigned. Since 2016, Bangor
Public Health has distributed 102 car seats with installation and 62 inspections. Of these, 78 families
were Bangor residents.
In 2017, Bangor Public Health received the Program of the Year award from the State of Maine for their
distributing the most car seats that year of any program (43). The contract is a 3 year contract and is
now up for renewal in February, 2021. Due to COVID-19, the State has authorized performing
inspections via zoom when applicable.

Be it Ordered by the City Council of the City of Bangor that, that the City Manager is authorized to renew the
State of Maine contract that allows Bangor Public Health and Community Services to be a Car Seat Distribution
and Inspection Site.
