Update: 3 Quarterly Sewer Abatement Amanda Smith outlined the policies/procedures, and provided a general explanation of the abatements. Vote: No Vote, Informational Only 2. Council Order: Changing Name of a Portion of Hodson Street to Short Street Patrick Cowan provided a brief summary of the Engineering Department’s request to rename an approximately 194’ section of road from Hodson Street to Short Street. This would allow for consistency and for the entire length of right-of-way between Union Street and Independent Street. Vote: Motion made & unanimous vote made to move to full Council. 3. Council Order: Sewer Easement to Access Property at 431 Hancock Street John Theriault outlined the easements were in conjunction with the State Street/Hancock Street Utility Improvements access to parcels would be required. This easement is twenty foot wide, for a distance of 316.71 feet. The purpose of this Easement is to allow for the installation, inspection, maintenance, pipes, manholes, and appurtenances in the Easement Area across the vacant lot, so called, for the purpose of sanitary sewage conveyance. The project would connect with the existing sewer interceptor system running parallel with the Railroad Tracks. Vote: Motion made & unanimous vote made to move to full Council. 4. Council Order: Sewer Easement to Access Property at Map 055 Lot 185 John Theriault outlined the easements were in conjunction with the State Street/Hancock Street Utility Improvements access to parcels would be required. This easement is twenty foot wide, for a distance of 290.360 feet. The purpose of this Easement is to allow for the installation, inspection, maintenance, pipes, manholes, and appurtenances in the Easement Area across the vacant lot, so called, for the purpose of sanitary sewage conveyance. The project would connect with the existing sewer interceptor system running parallel with the railroad tracks. Vote: Motion made & unanimous vote made to move to full Council. 5. Council Order: Authorize City Engineer to Submit Application for MaineDOT Sidewalk Improvements Along Broadway and Fourteenth Street John Theriault explained that the Engineering Department would like to submit an application for funding to the Maine Department of Transportation (MaineDOT) for sidewalk improvements within the City of Bangor. As part of MaineDOT's "Heads Up Campaign", the State has allotted some funding to municipalities for safety improvement projects that have been identified in their Pedestrian Safety Action Plans that were developed as a result of the Campaign. 1 The first project is sidewalk improvements along Broadway between Husson Avenue and Grandview Avenue. Sidewalk exists on the easterly side of Broadway between these two intersections but it is in very poor condition and much is not ADA compliant. Only a small portion of sidewalk exists on the west side of Broadway and again this sidewalk is also in poor condition. This project will include pedestrian traffic signal improvements at the intersection of Grandview Avenue and Broadway. At the current time, no facilities exist for pedestrians to safely cross Broadway at this location. This project has also been identified in the Broadway Corridor Study. The estimated cost of this project is $155,000 with the State providing 80 percent ($124,000) of the funding and the City providing a 20 percent ($31,000) local match. The second project that the City wishes the MaineDOT to consider for funding is a multi-use trail along Fourteenth Street Extension between Valley Avenue and Ohio Street. At the current time, no pedestrian facilities exist along this busy section of roadway (6,700 vehicles/day). This project will connect the very heavy residential section of Ohio Street to the Kenduskaeg Stream Park with a 10' wide multi use trail. The project will likely include an RRFB at the end of the trail to cross Fourteenth Street. The estimated cost of this project is $317,500 with the State providing 80 percent ($254,000) of the funding and the City providing a 20 percent ($63,500) local match. Council Order: Authorize City Manager to Execute MaineDOT Cooperative Agreement, Rehabilitation of the Veterans Memorial Bridge #1558, WIN #022278.00 John Theriault provided a summary of an Cooperative Agreement with MaineDOT for the Rehabilitation of Veterans Memorial Bridge #1558, WIN #022278.00. The City of Bangor agrees to let MaineDOT use the gravel roads as noted in figure 1 to access pier 1 and pier 2 on the Veterans Remembrance Bridge during the rehabilitation project to be completed by December 31, 2022. MaineDOT agrees to repair any damage to the gravel roads as noted in figure 1 to access abutment #1, pier 1 and pier 2 on the Veterans Remembrance Bridge. If requested by the City of Bangor, a representative of MaineDOT and a representative of the City of Bangor can perform an inspection of the access routes both before and after construction. The condition of the gravel roads will be documented by taking photos at regular intervals along the access routes. And MaineDOT agrees to remove and properly dispose of any trees that interfere with access on the gravel roads as noted in figure 1. Special Provision Section 105 shall be included in this agreement for the purpose of MaineDOT contractors working in conjunction with the City of Bangor Davis Brook CSO Storage Tank Project, already in progress.
