1. Waze Connected Citizen Agreement
Patrick stated that the Engineering Department is planning on participating in the Waze Connected Citizens program.
Waze is a Google owned, map based, navigation app. In order to participate in the program the City will need to
enter into an agreement with Google.
By participating in this agreement, the City will be able to provide Waze with valuable insight into our roadways and
help improve GPS routing through our City. In return, we will receive API access to Waze’s real time traffic data.
While we currently have no direct plans to utilize the real time traffic data that Waze would provide to us, the ability
is there for future use.
2. Easements Agreement:
John stated these easements were associated with the State Street/Hancock Street project.
461 Garland Street
This Order would allow the City to replace and maintain an existing culvert under State Street at Woodlawn
Brook.
Woodlawn Brook crosses under State Street at the base of a hill near Cascade Park. The existing 4'X4' concrete
box is of unknown age and is beginning to fail. The culvert was last repaired in 2002 before State Street was
paved. State Street is scheduled to be paved in 2021, and the culvert should be replaced prior to paving.
The City has proposed to extend this culvert to allow for the steep slopes of the road to be lengthened for
roadway stability, eliminate the need for an existing retaining wall, and to improve the alignment of the culvert
with the existing stream flows. The northern end of the proposed culvert will extend onto private property at
461 Garland Street. The City will access the area to be repaired from the State Street right-of-way, and will
restore the property when the work has been completed.
489 State Street Sewer
This Order would allow the City to re-route and maintain an existing sewer line which is currently suspended in
the existing culvert under State Street at Woodlawn Brook.
The sanitary sewer on State Street is currently suspended within the culvert where Woodlawn Brook crosses
State Street near Cascade Park. This is not ideal for the culvert or the sewer, and the City is proposing to re-
route the sewer so as to eliminate the sewer crossing the brook as part of a project to replace the Woodlawn
Brook culvert.
The proposed sewer will connect to the existing sewer on State Street and will cross the Quincy Parking Lot of
Northern Light Eastern Maine Medical Center, then connect to the existing East Penobscot interceptor sewer.
The City will access the area through the proposed easement, and will restore the property when the work has
been completed.
489 State Street Drainage & Slope Easement
This Order would allow the City to replace and maintain an existing culvert under State Street at Woodlawn
Brook and maintain an existing roadside ditch and culvert.

This easement will also allow the City to maintain an existing roadside ditch and culvert along the southern side
of State Street which is partially on private property. The ditch and culvert serve to drain State Street as well as
a portion of the Quincy Parking Lot of Northern Light Eastern Maine Medical Center.
The City will access the area to be repaired from the State Street right-of-way, and will restore the property
when the work has been completed.

3. MDOT Agreement:
023114.00 Penobscot Corridor Intersection Improvements, Bangor
This Order would authorize the City Manager to execute an agreement for Federal-aid Locally Administered
Project with Maine Department of Transportation - WIN 023114.00, Traffic Signal Improvements on Penobscot
Bridge Corridor in Bangor. Project slated for 2022.
The scope of the project consist of traffic signal improvements to the intersections the Penobscot Bridge Corridor
at the locations of Broadway & State, Hancock & Oak, Washington, Oak, & Penobscot Bridge, also at
Washington, Exchange, & Penobscot Plaza.
The total project estimate is $753,115.00, with the Federal Share $602,492.00 or 80%, State Share $75,311.50
or 10%, and City Share $75,311.50 or 10%.

023112.00 Penobscot Corridor Intersection Improvements, Brewer
This Order would authorize the City Manager to Execute an Agreement for a Federal-aid Locally Administered
Project with the Maine Department of Transportation - WIN # 023112.00 Traffic Signal Improvements on the
Penobscot Bridge Corridor in Brewer.
The scope of the project includes traffic signal improvements at the intersection of Penobscot Street/State
Street/Penobscot Bridge; and State Street/North Main Street in Brewer. In conjunction with the MaineDOT
Agreement, this Order would also allow the City Manager to execute an Agreement with the City of Brewer such
that the City Engineering Department will design and manage the project on behalf of the City of Brewer, with
the City of Brewer paying all of the local match associated with the project.
The total project estimate is $188,810.00 with the Federal Share being $151,048.00 or 80%, the State Share
being $18,881.00 or 10% and the Local Share $18,881.00 or 10% for which the City of Brewer will be
responsible for.
