Discussion: Quarterly Abatement John indicated there were no large issues with the granted abatements. Vote: Informational Only, No Vote Needed 2. Miller Street Extension The City of Bangor has been contacted by the Engineering firm CES and Cianbro Corporation to request that they are allowed to use and extend Miller Street in order to access a parcel of land located in the Town of Hermon. Cianbro wishes to develop a solar farm on this parcel. The Hermon parcel is accessible from Outer Hammond Street (Route 2). However, the new driveway would have to cross Shaw Brook, which is an Urban Impaired Stream. Rather than impact the stream, the Engineering Department prefers that the developer utilize Miller Street. Solar farms are a very low traffic generating land use, so other than during construction, no significant change in traffic is anticipated on Miller Street. The Developer will be responsible for all cost to extend Miller Street to the Hermon Town Line. The Engineering Department recommends that the road base gravels be constructed to commercial roadway standards. However, the overall paved width of the road could be limited to 22 feet to reduce the impervious footprint of the road. Where this project is located in Hermon, City review would only cover the roadway extension itself. The Engineering Department will work with the Developer as well as the City Planning and Code Departments to address City concerns such as storm water treatment, drainage, and emergency access.
