AGENDA
1. MaineDOT Agreement Modification 2: WIN #22827.00
John stated this contract modification increased the total contract amount of the intersection
improvement project from $305,000 to $345,000. The project was funded with both Federal and State
funds and requires a 10 percent local share. The original local match for the project was $30,500.00.
The increase in the City of Bangor's local share resulting from this Modification is $4,000.00 for a total
city share of $34,500.00.
Vote: Motion made and seconded, unanimously.
2. Mid Year DEP CSO Compliance Report
John stated the City of Bangor submitted our Mid-Year Compliance Update to the US EPA and the
Maine DEP on June 9, 2020 in accordance with our Consent Decree with those agencies.
The update provides a summary of work completed towards the City's efforts to reduce
combines sewer overflows (CSO's) within the City's sanitary collection system from January 1,
2020 to May 31, 2020.
City Staff attended a Zoom meeting with representatives from both US EPA and DEP on June 24,
2020 to discuss the recent work completed by the City. The representatives from US EPA and
Maine DEP appeared pleased with the City's efforts and follow through towards meeting the
goals outlined in our Long Term Control Plan to reduce CSO's.
Vote: Informational Only.
3. Discussion on Polystyrene
There was a unanimous vote made for Councilor Schaefer to recuse herself, as there is an affiliation with
Husson University. Rob outlined the meals to go program has a minimum of 125,000 participants in the
fall. He requested extending to the first of the year for the use of Styrofoam, as it is cheaper than
polystyrene.
The Council was inclined not to grant an extension.
Vote: Not in favor Councilor Nichols, Councilor Tremble, Councilor Hawes.
