1.Sewer Abatement: Quarterly Report
Andy provided the outline for the first quarter sewer abatements.

Presentation: FY20 Sewer Rate Adjustment & Updates on Current Sewer & Wastewater

Infrastructure, Value & Capital Improvements
Amanda outlined the 3.5% FY20 rate adjustment with a powerpoint presentation.
There was some discussion of the details associated with the presentation.
Bangor citizen, Shannon spoke to the Committee about the necessity for cleanup of trash and
debris at the Pushaw Road Extension near the Kenduskeag Stream, as well as cleanup at a
location off Valley Avenue and at Griffin Road and Ohio Street. She expressed the hazards
associated with the trash to human and wildlife habitat.

319 Grant Acceptance: Capehart Brook Restoration, Phase III

John explained the initial proposed project near Downeast School would not work after
surveying and determining the grades at that location were too tight. After some re-
evaluation, it was determined the City could do two other projects with the grant funds instead,
which Department of Environmental Protection agreed to. The two projects include instream
restoration near Bangor First Assembly of God Church on Finson Road and installation of
stormwater detention system near Penobscot Christian School located on Ohio Street. DEP
approved $125,000, the City’s share would be a match of $85,450.
Vote: Motion made and seconded, unanimously to pass.

4.Maine Department of Transportation Mobility Report
Eric noted the City met with MDOT, Lewiston, and Portland. These three Cities are well known
for taking care of their own infrastructure and would be participating in an MDOT program to
upgrade to a “smart” traffic control system.

5.Council Order: 50/50 MDOT Municipal Partnership Agreement for WIN 21932.09 Broadway
(Route 15B) Mill and Fill Project
John spoke about the mill and fill project & about the FY20 funding. The project would be from
State Street to Stillwater Avenue.
Vote: Motion made and seconded, unanimously to pass.
6.2019 Wastewater Infrastructure State Grant Offer
John noted this was a Department of Environmental Protection project and DEP approved two
million dollars toward the Davis Tank Project.
Vote: Motion made and seconded, unanimously to pass.
2019 Project Updates: Public Works and Engineering

Eric and John outlined the paving list and City projects coming up for the season and provided
approximate timelines to start and complete the projects. There was some discussion of the
projects and a request to place the project list on the City’s website.
Amanda (last nameunknown) spoke to the Committee about the conditions of the roads.
Having lived in various cold weather locations found these roads are the worst ever
encountered.
