1. Discussion: Fall Paving Projects and Schedule
Eric discussed the paving schedule and timeline, and contractor’s concurrence to the schedule.
The paving information would be available on the City’s website.

2. Easement to Emera for 14 Street School
John noted the easement was for an electrical upgrade in services and outlined the details.
Vote: Moved and seconded, unanimous.
3. Bicycle Coalition of Maine, Safety Demonstration Project On Harlow Street
John stated the Bicycle Coalition contacted the City earlier in the Summer to do a demo safety
project at crosswalks and intersections. Proposed placement of bollards at three locations on

December 16: Federal Building on Harlow Street, Park Street & Center Street and Harlow
Street intersection, and an additional area on Franklin Street to reduce the width. Councilor
Gibran requested placement at the corner where Tesoro’s is located.
Vote: Moved and seconded, unanimous.
4. MDOT Agreement: 18722.00 Ohio Street Bridge Maintenance
John stated this was a standard MDOT agreement for the maintenance of sidewalks and lighting
for the Ohio Street bridge project near I-95. The project expected to go out to bid late Fall,
construction to begin February 2020. It’s a year-long project and there will be a permanent
detour, as the bridge will be removed.
