Authorizing the City Manager to Accept and Appropriate $1,035,914 in McKinney-Vento Homeless Assistance
Funds from the U.S. Department of Housing and Urban Development (HUD)
This resolve would accept and appropriate three grants in the total amount of $1,035,914 to provide
Shelter Plus Care Rental Assistance to qualified individuals and families to live in Bangor and other
communities in Penobscot County. Shelter Plus Care promotes housing stability by paying rent for
homeless individuals and families. Each recipient is strongly encouraged and expected to have a
case manager to assist him/her with life skills such as healthy living, financial literacy, and
employment. Normally, these funds are granted through the Maine Continuum of Care selective
competition process. Due to COVID, there was no competitive process this year, and current
grantees had their existing contracts automatically renewed. Participants in Shelter Plus Care grants
must be experiencing homelessness and have one or more of the following diagnoses: mental
illness, substance use, or HIV/AIDS. This grant will pay for housing for approximately 109
households.

Authorizing the City Manager to Accept and Appropriate $1,035,914 in McKinney-Vento Homeless Assistance
Funds from the U.S. Department of Housing and Urban Development (HUD)
Whereas, this Resolve will conslidate approval for three grants to provide Shelter Plus Care rental assistance
for qualifited individuals and families to live in Bangor and other Penoscot County communities;
Whereas, the City of Bangor's Public Health Department currently provides Shelter Plus Care Services to
qualifying individuals;
Whereas, there was no 2021 competitive application process for McKinney-Vento Homeless Assistance Funds
from the U.S. Department of Housing and Urban Development due to COVID;
Whereas, the City of Bangor was awarded three grants in the total amount of $1,035,914 in McKinney-Vento
Homeless Assistance Funds by the U.S. Department of Housing and Urban Development based upon our 2020
allocation;
Whereas, the first grant, Consolidated 8714-A, is in the amount of $424,257, has an operating year of 04/01/
21 to 03/31/22, and would provide housing for 42 households, including 21 one bedroom apartments, 4 two
bedroom apartments (for families with children), and 17 efficiency apartments;
Whereas, the second grant, TRA Consolidated 8715, is in the amount of $470,506, has an operating year of
09/01/21 to 08/31/22, and would provide housing for 51 households, including 10 one bedroom apartments
and 41 efficiency apartments; and
Whereas, the third grant, TRA 8716, is in the amount of $141,151, has an operating year of 12/01/21 to 11/
30/22, and would provide housing for 16 households, including 16 efficiency apartments;
Be it ordered by the City Council of the City of Bangor, that the City Manager is authorized to accept and
appropriate $1,035,914 in McKinney-Vento Homeless Assistance Funds from the U.S. Department of Housing
and Urban Development (HUD) for the period of 04/01/21 to 11/30/22.
