Via Zoom MEETING MINUTES BED Members Present: Fournier (c),Davitt,Dubay,Schaefer,Sprague Non-BED Members Present:Hawes City Staff Present:Collins, Emery, Krieg, Conlow, Cromwell, Bolduc Guests Present:Jason Bird, Penquis Chair Fournier called the meeting to order at 5:15P.M. 1.Land Development Code Language Changes for Review –Adding Uses to Shopping District, Allow for Outdoor Seating in in Shopping & Personal Service District, and Egress Doors on Residences Planning Officer Krieg presented the changes. Councilor Davitt had a question about storage. Emery clarified this is making S&PSa bit more like GC&S, with protections in the conditional uses and marsh overlay. Councilor Sprague asked about the frontage requirement. Committee members supported the proposed changes and these will be finalized based on this discussion and the Planning Board workshop. 2.CDBG Assistance –Penquis -Milford Street Extension Project Councilor Dubay raised that she may have a conflict on this item due to being the board chair of Penquis. Councilor Schaefer moved that Councilor Dubay has a conflict on this item, seconded by Councilor Davitt. Roll Call Vote:Davittyes, Schaeferyes, Sprague yes, Fournier yes. 4-0, motion has passage. Councilor Dubay left the meeting. Committee Chair Fournier asked Councilor Hawes to sit in as a voting member, Councilor Hawesagreed. Emery presented the project and proposed assistance.Jason Bird provided additional information about the project. Councilor Schaefer moved approval of staff recommendation for $200,000 in CDBG assistance, seconded by Councilor Davitt. Roll Call Vote:Davittyes, Hawes yes, Schaeferyes, Spragueyes, Fournier yes. 5-0, motion has passage. 3.CDBG Assistance –Small Business/Microenterprise COVID Relief, Round 2 Councilor Dubay rejoined the meeting. Collins presented the ideas staff have generated for a second round of CDBG business assistance. Councilor Davitt likes the 25% loss threshold and would include payroll, and streamline the program as much as possible. Councilor Dubay suggested letting PPP handle payroll. Councilor Sprague agreed with Councilor Dubay. Also, could we cover taxes and utilities, other things that might benefit the City? Also, use 2019 vs 2020 (year) or a single quarter of 2019 vs 2020 –be consistent with PPP methodology. Try to include newer businesses. Councilor Fournier recommended working with MaineStream Finance and SBDC to publicize the opportunity. No action needed, staff will finalize program design and return for final authorization. 4.Other Business There being no other business, the meeting adjourned at 6:09P.M.
