MEETING OF OCTOBER 8, 2020–7:00 P.M.

Chair Carter started the meeting at 7:03
New Business:
1.Certificate of Appropriateness –218 Broadway –Map-Lot 047-023 –URD-
1 (Urban Residence District One) –Removal of an existing hopper window and
replacement with new double hung window with wood veneer interior to match
existing original windows at property located at 218 Broadway. Applicant, Robert J.
Reid.
Applicant Robert Reid presented the application.The hopper window is circa 1950-1960’s
era. Originally, it was a double hung window which matched rest of house windows. He
wishes to remove hopper window and install a double hungwindow to replicate original. The
window, due to interior constraints,will not be as wide as original window, but narrower. It
will match profiles of original window. They will use insulated glass.Putty glaze profile on
exterior and interior also has a thin line which is almost identical to originalwindows on the
house.Consultant had question regarding Bangor trim, asked contractor if he could
duplicate original molding. He referred to it as Bangor Molding. He will be obtaining that from
Owen Gray in Brewer to match existing trim.
Chair Carter asked about the muttons -interior and exterior, and if there would be a spacer
in-between. Applicant answeredyes, this closely resembles true divided, glass continuous
betweentwo muttons, interior and exterior.

Consultant Pullencommended applicant on thoroughapplication. He further noted that the
house kept in tip top shape and that the hopper window was not original to house. Window
replacing will be closer to original house window with 2/2 sash pattern.
Chair asked for questions from the public.No public comments. Public hearing closed.
Commissioner Krupke commended him for going back to original window.
CommissionerRiordan made motion to approve Certificate of Appropriateness, seconded by
Commissioner Chernesky. Roll call vote: Krupke, yes; Leroy, yes; Riordan, yes; Chernesky,
yes; Carter, yes. Motion carries.
2.Design Review –15Columbia Street –Map-Lot –042-089-A–DDD
(Downtown Development District)–Replacement of exterior door on Columbia
Street, removal of sign at corner of Hammond & Columbia Sets., addition of lettering
on Hammond Street Wall at property located at 15 Columbia Street.Applicant,
Heritage Building Associates.
Heather Magan presented the application. The sign on corner that used to be electronic is
no longer functioning, wishes to remove from façade to makethe corner more streamlined.
She said that the addition of “Heritage Building” to the left of wheat paste mural to match
current lettering on Columbia Street side. Example of lettering is shown, brass lettering to
match photographs provided.
Chair Carter inquired about "Penobscot Financial Advisors"sign, which is already there.
This is not part of this project. Existing exterior door will be reviewed;applicant wishes to
center door, which will open out to the street. It will be more aestheticallypleasing, and a
safer means of egress.
CommissionerKrupke asked about door materials.They will closely resemble whatis
currently there now, just a fresher version with cleaner glass,single door with windows on
each side. The interior exit door is centered, so it will be a nice smooth exit, whereas right
now, you have to go out, andstep to the right to exit.
Consultant Pullen provided his report. He pointed out that a sketch was attached which
was referred to as Columbia Building, historically. Building shown in 1893 is in original
form.

Modern additions of slate and stucco were done in the 1960s, whichare not
complementary to the building, making the building excluded from district due to these
changes. This will be a Design Review only. Aluminumanodized, bronze finish of door,
and is similar to original finish of the door frames.Brass letters are 12" high, 1/4 thick, will
setfairly flat against building. They will match the Columbia Street side.He thanked the
applicant that electronic sign coming off building.
No further questionsfrom Commission. Public hearing opened, no comments received,
public hearing closed.
Commissioner Riordan inquired about two photographs, noting that they don’t seem similar.
One has “Penobscot Financial Advisors” sign above door, other has “Heritage Building” above
door. Applicant states that “Penobscot Financial Advisors” sign on corner is over door directly
into their business. Furtherdown Columbia Street, door enters vestibule, so it’s two different
doors. Chair Carter feels that anything moving closer to the original state of the building
would be a good move. Wheat pastemuralwill be taken down when lettering is installed,
as it was a temporary art installation.
Commissioner Krupke wants to see building back to more of itsoriginal state and taking
down the electronic sign is fantastic.
Commissioner Riordan moves to approve Design Review, seconded by Commissioner
Chernesky. Roll call vote. Krupke, yes; Leroy, yes; Riordan, yes; Chernesky, yes, Carter,
yes. Motion carries.

Commissioner Riordan movedto approve meeting minutes, seconded by Commissioner
