Appropriating Unused FY 2020 Airport Improvement Plan (AIP) Entitlement Grant Funding in the Amount of
$282,259 for Future Projects at Bangor International Airport (BGR).
This Resolve will authorize the appropriation of unused FY 2020 Airport Improvement Plan (AIP)
entitlement grant funding in the amount of $282,259 to be applied to future projects at the airport.
Remaining funds are the direct result of project cost savings from the prior year AIP projects.
The staff recommends allocating the funds to help pay for AIP eligible projects that have been
identified as part of the airport's FY 2022 budget including the following:
1.) Master Plan - This includes a terminal study, pavement management plan, energy
audit/sustainability, airport land-use plan, and updated capital improvement plan;
2.) Runway ASR relief and repairs - This includes necessary runway repairs due to alkali silica
reaction (ASR) causing pavement deformation issues within the concrete underneath the asphalt
pavement;
3.) Taxiway A and M repairs - This is for repairs to the shoulders on these taxiways which are
deteriorating.
These projects are included in BGR’s FAA approved 5-year Capital Improvement Plan (CIP).

Appropriating Unused FY 2020 Airport Improvement Plan (AIP) Entitlement Grant Funding in the Amount of
$282,259 for Future Projects at Bangor International Airport (BGR).
WHEREAS, the City of Bangor, Maine is the owner of an airport located in Bangor, County of Penobscot, State
of Maine, commonly known as Bangor International Airport; and
WHEREAS, the airport experienced cost savings from last year's AIP projects; and
WHEREAS, the airport desires to appropriate unused FY 2020 AIP entitlement grant funding to use towards
the FY 2021/2022 AIP projects; and
WHEREAS, these may be used for eligible AIP projects such as; the Master Plan, ASR runway repairs, and
taxiway repairs; and
WHEREAS, these projects are included in BGR’s FAA approved 5-year Capital Improvement Plan (CIP).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT
That $282,259 in FY 2020 AIP Entitlement Funds are hereby appropriated for use in future AIP approved
projects.
