HomeMy WebLinkAbout2021-01-04 Airport Committee Minutes City of Bangor Airport Committee Virtual Meeting January 4, 2021 Meeting Minutes The following City Councilors attended: Airport Committee Chair Clare Davitt, Council Chair Dan Tremble, Councilors Rick Fournier, Susan Hawes and Jonathan Sprague. Also in attendance were City Manager Cathy Conlow, Assistant City Manager Rich Cromwell, Airport Director Tony Caruso and Marketing & Business Development Manager Aimee Thibodeau. Agenda and Discussion: 1. Airport Performance/Operations Audit RFQ Airport Director Tony Caruso asked for Committee approval for an Order authorizing the City Manager to execute an agreement with Airport Business Solutions (ABS) to provide Performance and Operations Audit Services at Bangor International Airport. The City received only one response to this RFQ. However, ABS has over 30 years of aviation consulting and hands-on experience, including a unique combination of airport and FBO management experience. They have performed similar audits at airports of various sizes, as well as diverse FBO’s. References were also very positive. Motion made, seconded and approved by unanimous roll call vote. The Order will be presented to the City Council for final approval. 2. Order – Authorization to apply for annual Airport Improvement Plan (AIP) projects Airport Director Caruso asked for Committee approval for an Order authorizing applications for FY 2021 AIP Entitlement Grants not to exceed $2,500,000 from the FAA and $75,500 from the MDOT for approved projects at Bangor International Airport (BGR). If approved, these grants are anticipated to be utilized for the following projects at the airport that are included in BGR’s FAA approved 5-year Capital Improvement Plan (CIP):  Airport Master Plan  Runway ASR relief and repairs  Taxiway A and M repairs Motion made, seconded and approved by unanimous roll call vote. The Order will be presented to the City Council for final approval. 3. Resolve to accept and appropriate annual AIP entitlement funds Airport Director Caruso presented a Resolve accepting and appropriating FY 2021 AIP Entitlement Grants not to exceed $2,500,000 from the FAA and $75,500 from the MDOT for approved projects at BGR. Funds will be used as listed in the previous agenda item. Motion made, seconded and approved by unanimous roll call vote. The Resolve will be presented to the City Council for final approval. 4. Resolve to appropriate carry over AIP funds Airport Director Caruso presented a Resolve appropriating unused FY 2020 AIP Entitlement Grant Funding in the amount of $282,259 for future projects at BGR. These funds can be used for projects listed in agenda item 2. Motion made, seconded and approved by unanimous roll call vote. The Resolve will be presented to the City Council for final approval. 5. Airport Advertising and Marketing a. Airport Statistics – November, 2020 Marketing Director Thibodeau reported that our November passenger numbers continued to be down about 60 % year over year, still consistent with national trends. We saw some slight increase around Thanksgiving. Other than that, people heeded the recommendations to stay home. Our Total Operations were down 24%; military operations remained strong. FY YTD fuel sales were only down 8% b. Social Media Update Marketing Director Thibodeau shared our 2020 Social Media results. Twitter followers/likes were down because we posted less during the final months of the year. The platform is more focused on opinions and ‘news’. With Covid, there wasn’t much newsworthy for us to share on the platform Our top three Facebook posts this year were the posts about our ‘live’ Monty, Cargo the Cat (who will be featured during Hallmark Channel’s Kitty Bowl) and the Antonov Cargo plane. We’ve been posting 1-2 photos a week on Instagram. Our next focus will be to increase our LinkedIn followers and postings. This platform is a great way to reach people that we can’t see in person at trade shows, etc. Meeting Adjourned
