HomeMy WebLinkAbout2020-12-28 21-063 Order 12/28/202021-063 12/28/2020 21-063 Finance Order 064-004 Title, Order Authorizing the Sale and Development 222 Davis Road to Keith Martin This Order would authorize the sale of property located at 222 Davis Road to Keith Martin for $15,500. Council Order 20-341 authorized the city to take possession of property located at 222 Davis road for matured utility liens. In November, a request for proposals to purchase and develop the property was issued. The City received and staff reviewed seven offers for the property. Keith Martin submitted an offer to purchase the property for $15,500 and to expend a minimum of $50,000 to rehabilitate it as a single family home. If approved, the developer agrees to pull the construction permit by May 1, 2021 and complete construction within one year. Additionally, the developer has agreed to a reverter clause if the property is not redeveloped and that the property will always pay property taxes or a payment in lieu of taxes. Mr. Martin has the experience necessary to complete the rehabilitation and also has Contractor's available to work on the property. Mr. Martin intends to sell the property in the entry level housing market after its rehabilitation. As part of the sale, Mr. Martin will enter into a development agreement with the City, which shall be in a final form approved by the City Solicitor or Assistant City Solicitor. This order addresses the Council goal of improving quality and quantity of housing to meet demand for workforce housing, life cycle housing, and supportive housing within the community. Finance Committee 12/21/2020 Recommend for passage 50 Consent 12/28/202021-063 CITY OF BANGOR ORDER 12/28/2020 21-063 Dubay Authorizing the Sale and Development 222 Davis Road to Keith Martin WHEREAS, the City owns the property located at 222 Davis Road through matured utility liens, WHEREAS, the City is seeking to sell the property and have it rehabilitated for single family housing; WHEREAS, a request for proposals was issued, and WHEREAS, a bid to purchase and rehabilitate the property was received from Keith Martin, in the amount of $15,500 that would also require Mr. Martin to invest $50,000 in the rehabilitation of the property, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT The City Manager is hereby authorized to execute all documents necessary for the sale and redevelopment of the single family house located at 222 Davis Road to Keith Martin with the following conditions: 1. That the developer shall purchase the property for $15,500 and spend a minimum of $50,000 on the rehabilitation of the property, 2. That the property be rehabilitated as a single family home and brought into compliance with applicable building and life safety codes, 3. That permits for the construction be obtained by May 1, 2021 and that development be completed within one year of obtaining the permits, 4. That a reverter favoring the City and for the purpose enforcing the development conditions be contained in any deed to Keith Martin, and 5. That taxes or a payment in lieu of taxes (PILOT) always be paid upon the property. The final agreement will be in a form approved by the City Solicitor's Office.
