Amending the Maternal Child Health Community Health Nursing Contract with the State of Maine to Allow
Services throughout Penobscot County
This order will amend the Maternal Child Health Community (MCH) Nursing Contract to have Bangor Public Health Nursing
provide services throughout Penobscot County. The State of Maine has awarded the City of Bangor a contract for
Community Health Nursing, Maternal and Child Health Services for Penobscot (Bangor only) and Piscataquis County.
The State has requested that the public health nurses for the City of Bangor assist them by performing Maternal Child
Health Program home visits in Penobscot County, outside Bangor City limits, over a 6-month period. Specifically, this
amendment would allow for visits outside of the area of contract agreement in the following towns: Carmel, Newburgh,
Hermon, Kenduskeag, Levant, Glenburn, Stetson and Corinth.
This request is for assistance is due to the current need for State Public Health Nursing to assist with COVID-19 response.
The City of Bangor and the State have a long history of collaboration in public health nursing which ensures that parents
and children receive the important and essential care that they need through the Maternal Child Health program.
If approved, Bangor Public Health will charge a fee for service cost of up to $250 per visit which covers the total cost of
the visit. The maximum number of referrals the Bangor MCH program can accept is 6 referrals per month or a total of 36
visits over 6 months.

Amending the Maternal Child Health Community Health Nursing Contract with the State of Maine to Allow
Services throughout Penobscot County
Whereas, The City of Bangor currently has a Maternal Child Health Community Health Nursing Contract with
the State of Maine providing at home visits, and
Whereas, these services are currently provided in Bangor and Piscataquis County, and
Whereas, the state wishes to add Carmel, Newburgh, Hermon, Kenduskeag, Levant, Glenburn, Stetson and
Corinth as municipalities to the service contract for a period of six month, and
Whereas, the Bangor Public Health Nurses have the capacity to provide the additional services, and
Whereas, the city will charge a service fee of up to $250 per visit to cover all costs associated with the
additional at home visits.
Be it Ordered by the City Council of the City of Bangor that, the City Manager is authorized to execute an
amendment to the Maternal Child Health Community Health Nursing contract to provide services in Penobscot
County outside of Bangor for a 6 month period.
