This Order will authorize a Memorandum of Understanding between the City of Bangor's Public Health and Community Services Department and Community Housing of Maine (CHOM) to work in partnership to create up to 6 units of affordable supportive housing in Penobscot County. These units will be utilized for individuals who have experienced chronic homelessness as defined by HUD and/or Long-Term Stayers. CHOM will seek financing for the project through Housing Trust Funds and be the owner and property manager for these units. The City will provide referrals for the project, initial connections to support services to allow for the success of those referred, and ongoing referrals as vacancies arise. Government Operations Committee 11/16/2020 Recommend for passage Consent 11/23/202021-024 CITY OF BANGOR ORDER 11/23/2020 21-024 Nichols Authorizing a Memorandum of Understanding between the City of Bangor's Public Health and Community Services Department and Community Housing of Maine (CHOM). Whereas, the City of Bangor and its community partners acknowledge the need for supportive and affordable housing for individuals experiencing chronic homelessness, and Whereas, Community Housing of Maine (CHOM) is a nonprofit affordable housing development organization willing to provide and maintain supportive and affordable housing, and Whereas, the City of Bangor currently works with CHOM to house individuals and has the ability to provide referrals, initial support services, and ongoing referrals for vacancies for these units, and Whereas, CHOM agrees to build and maintain up to 6 new units of affordable supportive housing in Penobscot County. Be it Ordered by the City Council of the City of Bangor that, the City Manager is Authorized to enter into a Memorandum of Understanding with Community Housing of Maine for housing and services for the those experiencing chronic homelessness.
