Authorizing the City Manager to Execute First Amendments to the Concession and Lease Agreements Between
the City of Bangor and Alamo, Avis, Budget, Hertz and National Car Rentals at Bangor International Airport.
This Order authorizes a 1st amendment to the concession and lease agreements between the City of
Bangor and Alamo, Avis, Budget, Hertz and National Car Rentals at Bangor International Airport. In
2015, these companies were selected based upon their demonstrated ability to provide high quality
service and to provide the best financial return for the Airport. Revenue received by the airport comes
from the leases and includes counter space, maintenance facilities, parking spaces, as well as a
percentage of gross rental revenues.
Given the uncertainty in the economy due to the COVID-19 pandemic, the Parties desire to exercise the
option of a 1 year extension. Extending these agreements for an additional year will provide the City
the ability to further evaluate and discuss additional considerations before preparing a new RFP. This
extension period will also allow the ability to monitor the economic and financial situation specifically
for this business market during the next 12 months.
Through these amendments a minimum annual guarantee (MAG) will be established, as well as a
minimum requirement for vehicle registrations. Included in the amendment will be language that allows
for a review and adjustment of the MAG and registration value, depending on the continued financial
effect of the pandemic. In all other respects, the terms and conditions of the agreements between the
Parties remains in full force and effect. These amendments will be in final form as approved by City
Legal.

Authorizing the City Manager to Execute First Amendments to the Concession and Lease Agreements Between
the City of Bangor and Alamo, Avis, Budget, Hertz and National Car Rentals at Bangor International Airport.
WHEREAS, the Lessor is the owner of an Airport, commonly known as “Bangor International Airport”, formerly
known as Dow Air Force Base and located in the City of Bangor, County of Penobscot, State of Maine
(hereinafter sometimes referred to as the “Airport”); and
WHEREAS, the City of Bangor and Alamo, Avis, Budget, Hertz and National are parties to concession and lease
agreements dated November 1, 2015 for car rental services at the airport; and
WHEREAS, in 2015, these companies were selected for the award of contracts based upon their ability to
provide the best and highest quality services for the airport and customer market, as well as providing the
best financial return for the City and the airport; and
WHEREAS, given the uncertainty in the economy due to the COVID-19 pandemic, the Parties desire to
exercise the option of a 1 year extension; and
WHEREAS, through these amendments a minimum annual guarantee (MAG) will be established, as well as a
minimum requirement for vehicle registrations; and
WHEREAS, in all other respects, the terms and conditions of the agreements between the Parties remains in
full force and effect.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR,
That Catherine M. Conlow, City Manager, is hereby authorized on behalf of the City of Bangor to execute 1st
amendments to the concession and lease agreements between the City of Bangor and Alamo, Avis, Budget,
Hertz and National Car Rentals at Bangor International Airport. Given the uncertainty in the economy due to
the COVID-19 pandemic, the Parties desire to exercise the option of a 1 year extension. Through these
amendments a minimum annual guarantee (MAG) will be established, as well as a minimum requirement for
vehicle registrations. Included in the amendment will be language that allows for a review and adjustment of
