This Order authorizes a 1st amendment to the concession and lease agreements between the City of Bangor and Alamo, Avis, Budget, Hertz and National Car Rentals at Bangor International Airport. In 2015, these companies were selected based upon their demonstrated ability to provide high quality service and to provide the best financial return for the Airport. Revenue received by the airport comes from the leases and includes counter space, maintenance facilities, parking spaces, as well as a percentage of gross rental revenues. Given the uncertainty in the economy due to the COVID-19 pandemic, the Parties desire to exercise the option of a 1 year extension. Extending these agreements for an additional year will provide the City the ability to further evaluate and discuss additional considerations before preparing a new RFP. This extension period will also allow the ability to monitor the economic and financial situation specifically for this business market during the next 12 months. Through these amendments a minimum annual guarantee (MAG) will be established, as well as a minimum requirement for vehicle registrations. Included in the amendment will be language that allows for a review and adjustment of the MAG and registration value, depending on the continued financial effect of the pandemic. In all other respects, the terms and conditions of the agreements between the Parties remains in full force and effect. These amendments will be in final form as approved by City Legal.
