Ratifying the City Manager's Execution of the Law Enforcement Officer Reimbursement Program Agreement
Between the Transportation Security Administration and the City of Bangor.
This Resolve will ratify the City Manager's execution of a Law Enforcement Officer reimbursement
program agreement with the Transportation Security Administration (TSA).
Council Resolve 20-019 authorized an application to TSA for the Law Enforcement Reimbursement
Program. The program reimburses the airport for using municipal Law Enforcement personnel
support at the airport checkpoints in accordance with current Security Directives mandated by TSA.
The average annual reimbursement for the last three years was $88,375/per year. At present,
reimbursements are limited to actual costs not to exceed a rate of $20 per hour. The reimbursement
program needed to be accepted by November 2, 2020, so this Resolve will ratify the City Manager's
execution of the agreement.
The Agreement has a one year base funding period. The TSA intends to provide two additional
years of funding, and reserves the right to fund the program for up to five years in total. Either
party may terminate the agreement on 30 days' notice.
This supports the Council goal to "Improve the Health, Safety, and Vitality of All Who Live, Work,
and Visit Bangor" by enhancing safety and security for passengers at the airport.

Between the Transportation Security Administration and the City of Bangor.
WHEREAS, The City’s application to the TSA for the Law Enforcement Officer reimbursement program at
Bangor International Airport has been accepted, contingent on the availability of funds; and
WHEREAS, This program reimburses the airport for using Bangor Law Enforcement personnel support at the
airport checkpoint in accordance with current Security Directives as mandated by TSA; and
WHEREAS, The funding period under this program will be for between one and five years, depending on TSA
funding; and
WHEREAS, The average annual reimbursement for the last three years was $88,375/per year, and
reimbursements are limited to actual costs not to exceed a rate of $20 per hour; and
WHEREAS, In order to receive these reimbursement funds, this program needed to be accepted by November
2, 2020; and
WHEREAS, This LEO program is vital to the safety and welfare of passengers at the airport.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT
The actions of the City Manager in executing an agreement for the Law Enforcement Officer (LEO)
Reimbursement Program between the Transportation Security Administration and the City of Bangor are
hereby ratified and authorized.
