Summary This ordinance amendment would change the zoning on a parcel of land addressed at 424 Hancock Street from Urban Residence 1 (URD -1) to Urban Residence 2 (URD -2) The applicant, Broughman Builders, Inc. of Ellsworth, Maine has not specified a use but URD -2 would allow up to 4 units. The lot is located on a busy street connecting the region and the downtown area to Northern Light Hospital. The lot is also oversized compared to its environs. The lot is conveniently located near schools and hospitals within walking distance. A bus line is nearby. The last two comprehensive plans have the area as Urban Residence 1. WHEREAS, at present, the lot is conveniently located to schools and services; WHEREAS, where the City Council has specific goals to encourage affordable housing and multi -family housing where appropriate; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT Chapter 165 of the Code of the City of Bangor is amended as follows: The Zoning District Map is hereby changed by changing the parcels addressed at 424 Hancock Street as shown on Map 55 Lots 136 and 136 A, respectively from Urban Residence 1 (URD -1) to Urban Residence 2 (URD -2). The Planning Board considered this item in a noticed public hearing on October 20, 2020. The meeting was conducted using the city's Zoom account. The applicant, Mike Wight of Broughman Builders, reviewed the application. He is seeking the change to allow for a duplex development on the property. The lot was created as part of the abandonment of Pearl Street. The zone change would bring the lot into conformity. Planning Officer Krieg reviewed the staff report. Staff has no issues with the request. An abutter to the property represented concerns about the sight distance for the driveways as Hancock Street is a busy road and the lot is right before a curve. The City Engineer, John Theriault, indicated that he would review that as part of their curb cut permit. The Board passed a motion, by roll call, made by Member Shaw and Seconded by Member Meagher, to recommend to the City Council that the said zoning district change ought to pass.
