Authorizing the City Manager to Accept and Appropriate $600,000 in Grant Funds from Maine Department of
Health and Human Services for an Overdose Response Program
This Resolve Authorizes the City Manager to Accept and Appropriate $600,000 in Grant Funds from
Maine Department of Health and Human Services (DHHS) for an Overdose Response Program.
These funds will be received in increments of $150,000 per year over 4 years, to establish an
overdose response team in Bangor and to work with the state of Maine to provide technical assist in
establishing similar teams in 2-3 rural communities. Under the grant, Bangor would launch a post
overdose quick response team initiative that would provide follow up for individuals that have
experienced an overdose. The follow up team will provide post overdose support and resources to
enter recovery or meet their basic needs to find stability.
In years 1 and 2 of this project, Bangor will finalize the referral process, launch the post overdose
follow up team model, collect data and get input from rural communities. In years 3 and 4, Bangor
providers will provide technical assistance to rural communities to launch a right-sized post overdose
follow up process that utilizes the level of resources available in their community.

Whereas; the Maine Department of Health and Human Resources has $600,000 in grant funds available for an
Overdose Response Program, and
Whereas; the City of Bangor wishes to establish an overdose response team in Bangor and to work with the
state of Maine to provide technical assist in establishing similar teams in 2-3 rural communities, and
Whereas; the City of Bangor would launch a post overdose quick response team initiative that would provide
follow up for individuals that have experienced an overdose
Whereas; in years 1 and 2 of this project, Bangor will finalize the referral process, launch the post overdose

Whereas; engaging the region’s most vulnerable population dealing with opioid use disorder, through
evidence-based post overdose follow up, can save lives.
Be it Resolved by the City Council of the City of Bangor that, the City Manager is Authorized to Accept and
Appropriate $600,000 in Grant Funds from Maine Department of Health and Human Services for an Overdose
Response Program.
