Title, Order
Authorizing the Disposition of City Owned Vacant Property Located at 59 Market Street
This Order would authorize the sale of the vacant lot 59 Market Street to Michael Singleton.
The City acquired the property in June of 2010, under the U.S. Department of Housing and Urban
Development's (HUD) Neighborhood Stabilization Program (NSP). The building was not economically
feasible for rehabilitation and was demolished in August of 2010. In order to satisfy disposition
criteria of the program, the lot can be sold at or above fair market value. The property is a
nonconforming lot due to size constraints and is currently assessed at $700.
Staff reached out to three abutters and received offers from two. Michael Singleton has offered
$1,000 for the purposes of increasing his already non-conforming lot, improving the overall
appearance of the area and maintaining access to his property.
This item was reviewed and recommended for approval by the Finance Committee at its September
21st, 2020 meeting.
