Authorizing Disposition and Development Agreement of a Multi-Family Home Located on 16 Everett Street
This order would authorize the sale of vacant property located at 16 Everett Street to Luat Tran.
Council Order 19-265 authorized the City to take possession of property located at 16 Everett Street,
due to matured tax liens. In December of 2019 the City had the structure demolished due to its
dilapidated condition.
Earlier this year, the City issued a request for proposals (RFP) for the vacant lot to facilitate the
purchase and development of housing. The City received two offers, one which was subsequently
rescinded. Luat Tran submitted an offer of $7,859 for the lot to develop a two-unit rental property,
which is consistent with the prior use of the property.
This item was reviewed and recommended for approval by the Finance Committee at its September
21st, 2020 meeting.

Authorizing Disposition and Development Agreement of a Multi-Family Home Located on 16 Everett Street
WHEREAS, Council Order 19-265 authorized the City to acquire possession of property located at 16 Everett
Street due to matured tax and utility liens; and
WHEREAS, In December 2019, the City demolished the two unit structure due to its condition; and
WHEREAS, the City wishes to dispose of this property and have it developed for housing; and
WHEREAS, Luan Tran proposed to purchase the property for $7,859 to develop 2 units of housing; and
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT
The City Manager is hereby authorized, on behalf of the City of Bangor, to execute those documents
necessary for the transfer of the lot located at 16 Everett Street (Map and Lot 032-121) to Luat Tran, and
development of a two-story multi-family house, under the following conditions:
1. The developer shall purchase the property for $7,859.
2. The developer shall spend a minimum of $150,000 on the development of the proposed two story, two-unit
rental.
3. The developer shall obtain a building permit on or before May 1, 2021.
4. The developer shall complete the project and obtain a certificate of occupancy within one year of obtaining
said building permit.
The final documents will be in forms as approved by the City Solicitor's Office.
