HomeMy WebLinkAbout2020-09-14 20-307 Resolve 09/14/202020-307 09/14/2020 20-307 Airport Resolve 001-001 Title, Resolve Ratifying the Application for and Accept a Grant in the Amount of $3,321,487 from the Federal Aviation Administration under the Airport Improvement Plan (AIP) Program, Grant #76 at Bangor International Airport (BGR). This Resolve will ratify the application for and accept a grant in the amount of $3,321,487 from the FAA under the Airport Improvement Plan (AIP) program, grant #76. This grant will be used for a new airfield lighting vault and installing a new airport lighting control monitoring system (ALCMS) at the airfield. The existing airfield lighting equipment is no longer supported by the manufacturer. The goal of this project is to provide a new reliable airfield lighting system that meets FAA advisory circulars. This project is included in BGR’s FAA approved 5-year Capital Improvement Plan (CIP). Due to the CARES Act, there will be no 5% matching funds required from the airport. If approved, this Resolve will ratify, direct, and authorize the City's actions in filing the application, including all understandings and assurances contained therein, and the City Manager's actions in connection with the application and in providing such additional information as may be required. It would also authorize the acceptance of the grant funds. The grant needs to be finally accepted by September 15, 2020. Given the need for this equipment for the public health, safety, and welfare, and the short time frame for acceptance, this Resolve is being introduced as an emergency measure pursuant to Article V, Section 1 of the City Charter. Airport Committee 09/08/2020 Recommend for passage Staff recommends approval. As an emergency action, this Resolve must be approved by a 2/3 vote of the Council. New Business 09/14/202020-307 CITY OF BANGOR RESOLVE 09/14/2020 20-307 Tremble Ratifying the Application for and Accept a Grant in the Amount of $3,321,487 from the Federal Aviation Administration under the Airport Improvement Plan (AIP) Program, Grant #76 at Bangor International Airport (BGR). WHEREAS, the City’s applications to the Federal Aviation Administration for Airport Improvement Project grant funds for this project at Bangor International Airport have been accepted, and the Federal Aviation Administration has agreed to provide the funding; and WHEREAS, this project is included in the airports FAA-approved five-year Capital Improvement Plan (CIP); and WHEREAS, this grant will be used to replace the existing airfield lighting vault and electrical equipment. The existing building was constructed by the Air Force in the 1950's, does not meet code requirements, and is in disrepair; and WHEREAS, this grant will fund 100% of the costs of the project; WHEREAS, in order to receive the grant funds, the Council must approve acceptance of the funds by September 15, 2020; WHEREAS, the application has already been submitted and approved by the FAA; and WHEREAS, the airfield lighting vault and ALCMS are necessary for the preservation of the public health, safety, and welfare. Be it Resolved by the City Council of the City of Bangor that, The City's application for and acceptance of the grant from the Federal Aviation Administration in the amount of $3,321,487 under the Airport Improvement Plan (AIP) program, grant #76 for a new airfield lighting vault and installing a new airport lighting control monitoring system (ALCMS) at Bangor International Airport (BGR), is hereby ratified and authorized. Be it further resolved that this includes, but is not limited to, the ratification and authorization of the filing of the application, including all understandings and assurances contained therein, and the directing and authorizing of the City Manager to act in connection with the application and to provide such additional information as may be required. Given the need for this equipment, and the short time frame for acceptance of the grant, this Resolve is immediately necessary for the preservation of the public peace, health, and safety, and is therefore enacted as an emergency measure pursuant to Article V, Section 1 of the Bangor City Charter.
