CITY COUNCIL CHAMBERS MEETING MINUTES Commission Members Present: Matthew Carter, Chair Alfred Banfield George Burgoyne EdmondChernesky Liam Riordan Mike Pullen, Consultant City Staff Present: Anne Krieg, City Planner Joshua Saucier, Asst. City Solicitor Chair Carter started the meeting at 7:11. Consultant Pullen suggested rearranging agenda to allow 96 Ohio Street to be presented last.Motion moved by Member Burgoyne, seconded by Member Banfield. New Business: 1.Certificate of Appropriateness –69 West Broadway -Map-Lot 022-028– Whitney Park Historic District -URD-1 (Urban Residence District One)– Applicant proposes to replace wooden front steps with simple granite steps consistent with granite steps in place from driveway up to the front steps. Applicants; Katherine & William Schaffer. Katherine Schaffer, applicant, presented the application which included front step replacement with granite, same size as wooden steps and reuse of railings. Granite color to match existing granite steps fromdriveway. Wooden steps are in constant need of repair due to rain. Commissioner Burgoyne inquired to Consultant Pullen if the railing is close to what it might have been on the granite steps. Pullen statedthat black metal is commonly used for railing in historic homes in Bangor. This is consistent with others and common in neighborhood and in larger homes built with a higher level of quality. This would be quiteappropriate for this home and neighborhood. Some steps in neighborhood do not have railings.Applicant indicates that they’ll match width of current steps. Commissioner Riordan made a motion to approve the Certificateof Appropriateness for 69 West Broadway, seconded by Commissioner Burgoyne. A roll call votewas taken: Burgoyne, yes; Banfield, yes; Riordan, yes; Chernesky, yes; Carter, yes. 2.Certificate of Appropriateness –84-116 Hammond Street –Map-Lot 042-089 – DDD–(Downtown Development District) –Applicant proposes to add gooseneck lighting to existing 3 hanging signs at property. Applicant; House Reviver. David Kelly presented application on behalf of House Reviver. There are three street-level businesses housedin the building-Bangor Wine & Cheese, Fiddlehead & Utopia. Black gooseneck lightsare planned for the sign lighting. Goosenecks to be shorter, approximately 16”. Chair Carter inquired about mounting. Applicant indicates plan is to mount light to bracket itself. Goal is to come from building, run conduit on straight arm of sign post –almost exactly as to what Nocturnem sign showed in exhibit. Asst. City Solicitor Saucier confirmed that they were hired by ownerand can represent their interests. Consultant report provided. G26 model mentioned, between G11 and G26. Request to have Commission keep option open. No further comments, public hearing closed. Commissioner Banfield made a motion to approve theCertificate of Appropriateness for 6 gooseneck lights, G26 or G11, to be placed above signage, seconded by Commissioner Riordan. A roll call votewas taken: Burgoyne, yes; Banfield, yes; Chernesky, yes; Riordan, yes; Carter, yes. 3.Certificate of Appropriateness –96 Ohio Street–Map-Lot 033-021–URD-2 (Urban Residence District Two)–George L. Phillips House–Applicant proposes to replace 21 windows with similar construction windows.Applicants; Shawn & Jesse Higgins. Shawn Higgins, applicant, presented the application. Upon further reflection, applicant does not want to replace these windows. Historic windows, he indicated, should be repaired, not replaced.He will be looking to find someone to helphim repair windows and inquired about local suggestions. Chair Carter suggested whomever redid Adam Moskovitz’s property on Exchange Street. Consultant Pullen feels that we can provide applicant some names and added that he feels that applicant has done a great job with upkeep and happy to hear he’s looking to repair windows. Page 2 | 3 City of Bangor Historic Preservation Commission August 31, 2020 Meeting Minutes Consultant Pullen suggested Historic Preservation Commission of State might have monies available for assistance, as well as Maine Preservation. Mike Pullen further suggested checking with Bangor Public Library regarding documents and photos from the 1930’s. Applicant inquired about slate roofing. Commission discussed roofing materials. Planning Officer Krieg suggested Maine Preservation sitefor assistance. Asst. City Solicitor Saucier confirmed that applicant wants to withdraw his application. Applicant indicated that he did. Commissioner Banfield moved acceptance of thewithdrawal of the application, and commendation for salvaging and the keeping of wooden windows. The motion was seconded by Commissioner Burgoyne. A roll call vote was taken:Burgoyne, yes; Riordan, yes; Banfield, yes; Chernesky, yes; Carter, yes. Other Business: 4.Meeting Minutes –Meeting minutes of June 11, 2020 and July 9, 2020 for review. Commissioner Burgoyne movedapproval of meeting minutes, seconded by Commissioner Chernesky. Commissioner Riordan indicates that he was present for the July 9, 2020 meeting and to add him to the attendance. No other changes. Roll call vote; Burgoyne, yes; Riordan, yes; Chernesky, yes; Banfield, yes; Carter, yes. 5.Adjournment–Meeting adjourned at 7:58 p.m. Page 3 | 3
