Chair Huhn called the meeting to order at 7:11

MEETING MANAGEMENT
1.Public Participation
LAND DEVELOPMENT PLANS
2.Site Development Plan -89 Olive Street -Map-Lot 018-005-Penquis
CAP, Inc. Land Development Permit approval for construction of a 3,500 s.f.
single story, seven-bedroom group living residence at property located at 89
Olive Street, (Map-Lot 018-005), in an Urban Residence 1 (URD-1) District, (front
portion of parcel), and Industry & Service (I&S) District (rear portion of
parcel).Applicant, Penquis CAP, Inc.
Member Shaw reported thatseveral comments from abutters regardingthe fact that
notifications were received last minute in the mail, citing maildelivery concerns.
Shaw made amotion to table the projectuntil September 1, 2020 based on 165-113,
Section C-1. This means the meeting will be a public hearing. The motion was
seconded by Member Brush. There was no further discussion.
Per Planning Officer Krieg, the agenda is set the week prior to the meeting, abutters are
notified and then packet materials are prepared.

A roll call vote was taken: Bazinet, yes; Brush, yes; Hogan, yes; Perkins, no; Shaw, yes;
Huhn, yes.
Member Perkins expressed concernsthat this was a common delay tactic.
3.Site Development Plan -SLODA Minor Amendment -1 University Drive -
Map-Lot R25-001, and 001-B-University of Maine at Augusta -Bangor
-Land Development permit approval and SLODA Minor Amendment requested
for reconfiguration and replacement of various sidewalks and the installation of
sidewalk lighting at property located at 1 University Drive, (Map-Lot R25-001,
and 001-B) in a Government & Institutional Service (G&IS) District.Applicant,
University of Maine at Augusta -Bangor.
Justine Drake, CES, representing on behalf of Sean Thies with CES. She reviewed the
plan showing approximately 330 linear feet ofasphalt sidewalk south/west of Eastport
Hall that includes replacement of walkways infront of Eastport Hall and adjacent lot
along with reconfiguring/replacing various crosswalks along with new walkways and
lighting. Staff reported that this is part of a SLODAand is considered minor under that
review.
Member Shaw movedto approve site development plan as a site location of
development minor amendment. The motion was seconded by MemberBazinet. There
was no further discussion. A roll call vote was taken; Bazinet, yes; Shaw, yes; Brush,
yes, Hogan, yes; Perkins, yes; Huhn, yes.
OTHER BUSINESS
4.Meeting Minutes -August 4, 2020 meeting minutes were reviewed. Members
Bazinet and Shaw opted out of voting as they were not present at the meeting.
Asst. Chair Meagher was also not present at meeting, so the Board will vote on
minutes of August 4, 2020 at meeting of September 1, 2020.
