Title, Resolve
Ratifying and Authorizing the Application for and Acceptance of a Grant in the Amount of $237,906 from the
Federal Aviation Administration under the Airport Improvement Plan (AIP) Program, Grant # 74 at Bangor
International Airport (BGR).
This Resolve would ratify and authorize the application for and acceptance of a grant in the amount of $237,
906 from the FAA under the Airport Improvement Plan (AIP) program, grant # 74. If approved, this grant will
be used for LED runway edge light fixture replacement at the airport.
The existing runway edge lights were installed in 2002-2003 and are no longer supported by the manufacturer.
This project will include installation of new baseplates, frangible couplings, fixtures, gaskets, transformers
and hardware. Through Order 20-151, the Council approved a contract with Moulison Electric for this project.
This project is included in BGR’s FAA approved 5-year Capital Improvement Plan (CIP). This grant will fund
100% of the eligible costs of the project, with $74,394 coming from airport funds for the ineligible costs.
If approved, this Resolve would ratify, direct, and authorize the City's actions in filing the application, including
all understandings and assurances contained therein, and the City Manager's actions in connection with the
application and in providing such additional information as may be required. It would also ratify and authorize
the acceptance of the grant funds. The application was submitted on or about April 29, 2020, and the
acceptance signed on August 10, 2020.
The grant needs to be finally accepted by August 27. Given the need for this equipment for the public health,
safety, and welfare, and the short time frame for acceptance, this Resolve is being introduced as an
emergency measure pursuant to Article V, Section 1 of the City Charter.

Ratifying and Authorizing the Application for and Acceptance of a Grant in the Amount of $237,906 from the

WHEREAS, The City’s applications to the Federal Aviation Administration for Airport Improvement Project
grant funds for this project at Bangor International Airport have been accepted, and the Federal Aviation
Administration and the Maine DOT have agreed to provide the funding; and
WHEREAS, This project is included in the airports FAA approved five-year Capital Improvement Plan (CIP);
and
WHEREAS, This grant will be used for LED runway edge light fixture replacement at the airport. The existing
runway edge lights were installed in 2002-2003 and are no longer supported by the manufacturer; and
WHEREAS, Through Order 20-151, the Council approved a contract with Moulison Electric for this project;
WHEREAS, This grant will fund 100% of the eligible costs of the project, with $74,394 coming from airport
funds for the ineligible costs;
WHEREAS, In order to receive the grant funds, the Council must approve acceptance of the funds by August
27;
WHEREAS, The application has already been submitted to the FAA, and the acceptance signed; and
WHEREAS, The runway lights are necessary for the preservation of the public health, safety, and welfare;
Be it Resolved by the City Council of the City of Bangor that,
The City's application for and acceptance of the grant from the Federal Aviation Administration in the amount
of $237,906 under the Airport Improvement Plan (AIP) program, grant # 74 for the LED runway edge light
fixture replacement at Bangor International Airport (BGR), is hereby ratified and authorized. This includes,
but is not limited to, the ratification and authorization of the filing of the application, including all
understandings and assurances contained therein, and the directing and authorizing of the City Manager to
act in connection with the application and to provide such additional information as may be required. Given
the need for this equipment, and the short time frame for acceptance of the grant, this Resolve is immediately
necessary for the preservation of the public peace, health, and safety, and is therefore enacted as an
emergency measure pursuant to Article V, Section 1 of the Bangor City Charter.
