Authorizing the City Manager to Sign a Drainage and Slope Easement to Access Property at 461 Garland
Street to Replace an Existing Culvert Under State Street
This Order would allow the City to replace and maintain an existing culvert under State Street at
Woodlawn Brook.
Woodlawn Brook crosses under State Street at the base of a hill near Cascade Park. The existing
4'X4' concrete box is of unknown age and is beginning to fail. The culvert was last repaired in 2002
before State Street was paved. State Street is scheduled to be paved in 2021, and the culvert
should be replaced prior to paving.
The City has proposed to extend this culvert to allow for the steep slopes of the road to be
lengthened for roadway stability, eliminate the need for an existing retaining wall, and to improve
the alignment of the culvert with the existing stream flows. The northern end of the proposed
culvert will extend onto private property at 461 Garland Street. The City will access the area to be
repaired from the State Street right-of-way, and will restore the property when the work has been
completed.

WHEREAS, the culvert crossing State Street at Woodlawn Brook is failing,
WHEREAS, State Street is scheduled to be paved in 2021,
WHEREAS, stable side slopes require a longer culvert than is currently in place,
WHEREAS, a longer culvert and longer road side slope will need to be installed on private property,
Be it Ordered by the City Council of the City of Bangor that,
The City Manager is hereby authorized to execute an easement with the property owner at 461 Garland Street
(M/L R059-023-B) to install and maintain a culvert on State Street at Woodlawn Brook.
