City of Bangor Airport Committee
Virtual Meeting
August 3, 2020
Meeting Minutes
The following City Councilors attended: Airport Committee Chair Dan Tremble, Councilors Rick
Fournier, Angela Okafor, Gretchen Schaefer and Laura Supica. Alsoin attendance were City
Manager Cathy Conlow, Airport Director Tony Caruso and Airport Marketing Manager Aimee
Thibodeau.
Agenda and Discussion:
1.Agreement with Maine DOT for purchase and install of GARD system
Airport Director Caruso requested Committee approval ofa Council Order authorizing the City
Managerto execute an agreement between the City of Bangor and Maine DOT for the purchase and
installation of the General Audio Recording System (GARD) at BGR. This system allows airports to
record radio transmissions for safety purposes as well as to utilize for airfield training. The system
will also provide data for the DOT to use to update the State Aviation System Plan to help justify
future airport investments. Through this 5-year agreement, the DOT will purchase the system,
including hardware and software. The City is required to provide the wi-fi access and verify monthly
and annual operations reportseach month.
Motion made, seconded and approved byunanimous roll call vote. The Agreementwill be presented
to the City Council for final approval.
2.C&L Aerospace: First Amendment –Construction & Development Agreement
Director Caruso requested Committee approvalauthorizingthe City Manager to execute a first
amendment to the construction and development agreement between the City of Bangor and C&L
Aerospace. The original construction and development agreement includes several sub-projects
associated with C&L's most recent expansion project. However, William E. Gifford is contracted
with C&L to complete interior renovations to their recently purchased facility located at 395 Griffin
Road, Bangor, Maine. C&L desires to utilize the services of William E. Gifford to complete interior
work for the 12,000 sq ft shop space associated with the airfield project identified in the original
agreement.
Through this amendment, C&L shall pay for the services for the work accomplished by William E.
Gifford and C&L shall be reimbursed by theCity for the costs associated with this work, not
including any amount that causes the cost of the overall Project to increase above the project's total
expense of $3,548,004. As part of the original agreement, in no event shall the City’s total financial
obligation for the Project exceed a maximum of $2,305,000.
Motion made, seconded and approved by unanimous roll call vote. The Order will be presented to
the City Council for final approval.
3.C&L Aerospace –Lease amendments for painting of hangar exteriors
We have three separate leases with C&L Aerospace for the hangars so we need to have separate
amendments for each lease. The changes will be considered together.
a.Hangars11 & 13:This Orderwill authorize the City Manager to execute a first lease
amendment between theCity of Bangor and C & L Aerospace that allows C & L to paint
the exterior of Hangars 11 and 13, and limits the City's cost for said painting to $13,750
per hangar ($27,500 total). The airport identified painting of the hangar exteriors as a
future capital improvement related to the upkeep and maintenance for those hangars. C &
L, who employs professional aircraft painters, desires to perform that exterior painting and
cost-share the expense with the City. The reimbursement will be made through lease
payment reductions.
b.Hangar12:Similar to above, this Order will authorize the City Manager to execute a
second lease amendment between the City of Bangor and C & L Aerospace that allows C
& L to paint the exterior of Hangar 12, and limits the City's cost for said painting to
$13,750.
c.Hangar10: Similar to above, this Order will authorize the City Manager to execute a first
lease amendment between the City of Bangor and C & L Aerospace that allows C & L to
paint the exterior of Hangar 10, and limits the City's cost for said painting to $13,750.
Motion made, seconded and approved by unanimous roll call vote. The Order will be presented to
the City Council for final approval.
4.Airport Advertising and Marketing
a.Airport Statistics –May & June2020
Marketing Manager Aimee Thibodeau reported that June load factors were down from last
year, but continue to increase from our February low. Load factors represent total aircraft
capacity. It doesn’t take into account that some airlines are keeping middle seats empty, only
selling a certain percent of seats, etc.June passenger counts were nearly double May’s White
our year-to-date traffic is down 78%, we are doing better than the national average..Delta
started reducing capacity in June. They suspended service in early July and are expected to
return September30.
Our military traffic continuesto be strong. We have seen some impact to our General
Aviation numbers with numbers continuing to improve there as well
Fuel salesare down. DOD numbers are up due to increased military traffic. All other
numbers are showing steady improvement.
b.Marketing Update
Our marketing efforts emphasize that we are open and have increased cleaning.We have
developed updated Covid-19 videos for adults and children. The latter is a relaunch of Monty
the Moose. Since in-person troop greeting is on hold, we havecreatedmore signage and a
videothat plays when troop flights are here.
We are using our social media to respond to frequently asked questions. June Airport
highlights included astowaway kitten (now knownas ‘Cargo’), the Council’s tour of an
AWACs aircraftand new BGR masks made by our employees. We are seeing increases on
all platforms with an amazing 114% increase in total Facebook Post engagements in the past
28 days. We’ve also had a 153% increase in Twitter profile visits.
