Title, Order
Authorizing the City Manager to Execute an Agreement Between the City of Bangor and Maine DOT for the
Purchase and Install of the General Audio Recordng System (GARD) at Bangor International Airport.
This Order will authorize the City Manager to execute a five-year agreement between the City of
Bangor and Maine DOT for the purchase and installation of a general audio recording system (GARD)
at BGR. The GARD system allows airports to record radio transmissions for safety purposes and
airfield training. While not required, Maine DOT is requesting that Maine airports install this system,
which will provide data for DOT to update the State Aviation System Plan and help justify future
airport investments. Under the terms of this agreement, DOT will purchase the system including
hardware and software and the City will provide wi-fi access and verify a monthly and annual
operations report. The agreement will be in final form as approved by City Legal.
This Order supports the City goal to Improve and Develop Safe and Accessible Multi-Modal
