The total anticipated cost of the multi -phase roof project is $3.8 million and the electrical system upgrades is estimated to be $2.7 million. The City's Charter requires that bonds issued for a single capital expenditure over a proscribed amount, currently $1,333,375, are subject to voter referendum, unless the City Council finds, determines and declares that an emergency exists. Based on a report of Oak Point Associates and Carpenter Associates, the following two significant deficiencies were noted related to Bangor High School. Bangor High School was constructed in 1964 and refurbished and improved in 1986 and 2002. The current roof load capacity is nearly half of the required current capacity. The electrical system has had several failures and safety concerns arise over the last several years. Most notably, the system does not include code compliant grounding throughout the equipment, electrical panels and conductors. In addition, the electrical conduits, which are beneath the concrete slab are eroding, which has resulted in water backing up into the electrical panels from time to time. These circumstances create an unacceptable risk to the health and safety of the residents of the City , the users of the High School and the building's integrity. Therefore, the City Council finds, determines and declares that these capital expenditures constitute an emergency and shall be excepted from the referendum approval requirements of Article VIII, Section 19(a)(1) of the City Charter.
