HomeMy WebLinkAbout2020-07-13 20-218 Order 07/13/2020 20-218 07/13/2020 20-218 Community & Economic Development Order N/A Title, Order Authorizing $15,000 in Emergency COVID-19 Relief for Cultural Organizations This Order would authorize the use of $15,000 in funding approved in the FY 21 budget, for an emergency COVID-19 relief program for cultural organizations located in Bangor as approved in the FY 21 Budget. If approved, the funding would be allocated by the Commission on Cultural Development to organizations based on the following criteria: - The organizations must be based in Bangor, and have been in existence since February 2019. - The organizations must demonstrate loss of funding due to COVID-19. - The grant maximum for an organization shall be $1,000 for organizations with operating budgets less than $500,000 and a maximum of $2,000 for organizations with an operating budget of over $ 500,000, and Additionally, organizations that received previous funding from the Cultural Commission for project specific funding in the past year as well as those with outstanding project grants are eligible for funding under this grant. Business & Economic Development Committee 07/06/2020 Recommend for passage New Business CITY OF BANGOR ORDER 07/13/2020 20-218 07/13/2020 20-218 Okafor Authorizing $15,000 in Emergency COVID-19 Relief for Cultural Organizations WHEREAS; the Coronavirus Pandemic has significantly impacted arts and culture organizations in Bangor; and WHEREAS; the City of Bangor made available $15,000 in additional funds for the Commission on Cultural Development to support emergency COVID-19 relief for cultural organizations through a new emergency grant program; and WHEREAS; the funding is made available to support cultural organizations in Bangor as they respond to and recover from the Coronavirus Pandemic; Be it Ordered by the City Council of the City of Bangor that, The City Manager or her designee is hereby authorized to provide grants to cultural organizations for operating costs in accordance with the following terms: - The organizations must be based in Bangor, and have been in existence since February 2019. - The organizations must have lost anticipated funding due to COVID-19. - Grants shall use funds appropriated to the Cultural Commission for this purpose. - The grant maximum for an organization shall be $1,000, except that the grant maximum for an organization with an annual operating budget of over $500,000 shall be $2,000. - Organizations who received funding within the last calendar year are not prohibited from applying for these grants. - If there is more demand than the program can fund, a randomizer will be run to determine who receives funding. - Such further terms as the City Manager or her designee shall require. Be it further Ordered by the City Council of the City of Bangor that, - Notwithstanding any City policy to the contrary, organizations unable to complete projects funded before March 2020 due to COVID-19 are not required to repay grant funds, provided they submit a project report acceptable to the Community and Economic Development Department detailing how the grant funds were used to further organizational and cultural goals.
