Authorizing up to $150,000 in Community Development Block Grant funding for Improvements at the Brick
Church Warming Center
This order will authorize up to $150,000 in Community Development Block Grant (CDBG) funds for
the Brick Church Warming Center to help make improvements to their facilities and programs to
assist persons experiencing homelessness, food insecurity, or other challenges.
The Brick Church Warming Center, owned by Biker Church, USA, a local non-profit with operations
at 126 Union Street, serves as an important community resource. One of the major limitations of the
space is the lack of a sprinkler system to allow them to increase their programming. To address the
need, the church has applied for a grant of $150,000 to assist with facility improvements and to
allow the organization to function more fully as a resource for those in need of housing or services.
There will be trained personnel who can supervise and assist visitors. This facility will help address
gaps in resources in the city and help relieve strain on other City services.
Upon acceptance of the funds, the Brick Church Warming Center will agree to continue to operate as
a resource and warming center that is open and available to the public for at least 5 years. This
project is consistent with the City's CDBG consolidated plan.
This item was discussed during a pre-council workshop on July 13, 2020.
Recommend for passage
Because the grant amount is over $100,000, Council approval is required.

Authorizing up to $150,000 in Community Development Block Grant funding for Improvements at the Brick
Church Warming Center
WHEREAS, the City has applied for and received Community Development Block Grant (CDBG) funds from the
United States Government under Title I of the Housing and Community Development Act of 1974, as
amended (HCD Act), Public Law 93-383; and
WHEREAS, City resources are strained by the need to support and respond to individuals without housing or
other means; and
WHEREAS, the City wishes to provide the Biker Church, USA with grant funding to assist with making
improvements to the facilities and programming at the Brick Church Warming Center located at 126 Union St.
to directly benefit persons experiencing homelessness and others in need; and
WHEREAS, the Biker Church, USA agrees to operate the facility as described for at least five years;
Be it Ordered by the City Council of the City of Bangor that, the City Manager is authorized to execute an
agreement with Biker Church, USA to require the facility at 126 Union Street to operate as approved and for a
period approved by City Staff and to grant Biker Church, USA up to $150,000 of CDBG funding to cover the
costs related to the facility and programming improvements at the location. All agreements will be in final
form as approved by the City Solicitor's office.
