Summary
This ordinance will amend Chapter 165 Land Development Code to rezone a 3.97 acre of property located at
395 Griffin Road from General Commercial and Service (GC&S) to Airport Development District (ADD). The
applicant is C&L aerospace, who would like to construct an addition to the front of the existing building for
their industry operations. The applicant wishes to use the property for support of the aeronautical industry.

ORDINANCE, Amending Chapter 165 Land Development Code to rezone a 3.97 acre property located at 395
Griffin Road (Map 101, Lot 8) from General Commercial and Service (GC&S) to Airport Development District
(ADD).
WHEREAS, at present, the subject property has been vacant;
WHEREAS, this area is close to the Bangor International Airport;
WHEREAS, the Comprehensive Plan states the city should encourage uses that support the airport;
WHEREAS, the Airport Development District was created to allow for uses to support the airport;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor Zoning District Map is amended as follows:
The property addressed at 395 Griffin Road (Map 101, Lot 008) shall be rezoned as Airport Development
District (ADD) from General Commercial and Service (GC&S).

Re: CO 20-215 Zone Change— 395 Griffin Road — Map-Lot 101-008 —C&L Aerospace
Please accept this memorandum as the recommendation from the Planning Board for the noted item. The
Planning Board considered this item in a duly noticed public hearing on July 21, 2020. The meeting was held
as a Zoom Meeting. Staff in attendance were Planning Officer Anne Krieg, Assistant City Solicitor Josh
Saucier, and City Engineer John Theriault. In the audience on Zoom was Melissa Bickford. All Planning Board
members were present with the exception of Michael Bazinet with an excused absence.
Chris Kilgour of C&L Aerospace presented the application. He is seeking to expand operations at the building
formerly known as Spectacular Events.
Planning Officer Krieg reviewed the staff report which included:
A. The Airport Development District is an unusual district (now my 3rd favorite district, as an aside) because
the dimensional requirements are allowed under the authority of both the Planning Board and the Federal
Aviation Administration. Looking at the Comprehensive Plan, it was created to allow a limited set of uses
that accompany the airport; but to remain flexible in its standards to meet the needs of development and
the requirements of the FAA.
B. The applicant wishes to place a large addition to the existing building. The company performs services and
provides goods that are both companion to and dependent upon being near an airport. The uses, then,
meet the needs the city in its intentions for the land uses for properties near the airport. This is also called
out in the Airport Peripheral Land Study that was folded into the Comprehensive Plan.
C. The Comprehensive Plan does indicate that there should be standards written into this district, so should
this zoning application pass, the Board may want to look carefully at the dimensional requirements they
impose to ensure consistency with the environs. This will occur at the site plan phase, which will likely
come to you in August, if this zoning passes.
Board members unanimously passed a motion duly made and seconded by roll call vote to forward a
recommendation to the City Council that the amendment ought to pass.
