Amending Chapter 165 Land Development Code to rezone approximately one acre of property located at the
corner of Congress and Broadway and being 110 Congress Street, 118 Congress Street, 122 Congress Street,
318 Broadway, a vacant parcel, 322 Broadway, 326 Broadway, and a portion of 281 Center Street from Urban
Residential District 1 (URD -1) and Government and Institutional District (G&ISD) to Multifamily and Service
District (M&SD).
Summary
This ordinance will amend Chapter 165 Land Development Code to rezone an acre of property located at the
corner of Congress and Broadway from Urban Residential District 1 (URD -1) and Government and Institutional
District to Multifamily and Service District (M&SD). The applicant is Penquis CAP, Inc., who would like to
construct elderly housing.
The subject properties are currently used as residential dwellings. The applicant wishes to demolish the
buildings and construct affordable elderly housing adjacent to St Joseph's Hospital.
This effort is in keeping with the tenets of the 2012 Comprehensive Plan to seek partnerships with local
institutions to create more elderly housing, as well as the Affordable Housing Workgroup Recommendations
from 2019. The City Council also has a goal to seek locations for more housing units in the city, and having
those units near services.

ORDINANCE, Amending Chapter 165 Land Development Code to rezone approximately one acre of property
located at the corner of Congress and Broadway and being 110 Congress Street, 118 Congress Street, 122
Congress Street, 318 Broadway, a vacant parcel, 322 Broadway, 326 Broadway, and a portion of 281 Center
Street from Urban Residential District 1 (URD -1) and Government and Institutional District (G&ISD) to
Multifamily and Service District (M&SD).
WHEREAS, at present, there are limited elderly units in the vicinity of St Joseph's Hospital;
WHEREAS, these lots are adjacent to the hospital;
WHEREAS, the Comprehensive Plan states the city should encourage elderly uses, and this policy has been
maintained through the to the previous year in other documents;
WHEREAS, the Multifamily and Service District was created to allow for multifamily development located near
goods and services;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor Zoning District Map is amended as follows:
The property located at the corner of Congress and Broadway (Map 38 Lot 169 and a portion of Lot 135; Map
46 Lots 16, 17, 20, 21, 22, 23), all as shown on a map attached hereto as Exhibit A, is rezoned from Urban
Residential District 1 (URD -1) and Government and Institutional District (G&ISD) to Multifamily and Service
District (M&SD).
