The applicant is Brady Sullivan Properties, LLC of Manchester, New Hampshire, who would like to construct a climate -controlled self -storage facility at this location, which is currently not an allowed use in S&PS. The subject property is currently vacant with latent foundation material from a former Circuit City store. WHEREAS, at present, the subject property has been vacant and previously housed a national chain retail store; WHEREAS, in order to support re -development in the Stillwater Corridor, we may need to modify allowances to meet market demand; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT Chapter 165 of the Code of the City of Bangor Zoning District Map is amended as follows: The property addressed at 668 Stillwater (Map R61, Lot 21A) shall be zoned General Commercial and Service (GC&S) from Shopping & Personal Service. The Planning Board considered this item in a duly noticed public hearing on July 21, 2020. The meeting was held as a Zoom Meeting. Staff in attendance were Planning Officer Anne Krieg, Assistant City Solicitor Josh Saucier, and City Engineer John Theriault. In the audience on Zoom was Melissa Bickford. All Planning Board members were present with the exception of Michael Bazinet with an excused absence. Jim Kiser, PE, for the applicant, reviewed the request. Planning Officer Krieg reviewed the staff report which included: A. The major difference between the 2 districts is the allowed uses and some dimensional controls. B. Staff is also looking to change this corridor for a corridor zone. The use is proposed to be allowed in the staff corridor version. C. The site used to house Circuit City. The building has been removed from the site. D. The Board is compelled to act upon the application, regardless of the work of the staff draft. E. Staff has no issues with the application. This area has always been slated from the last Comprehensive Plan as the main area for shopping and services. This use is in keeping with that policy.
