Supporting and Extending the City Manager's Emergency Regulation Regarding the Closure of Broad Street
This Order indicates the support of the City Council for the Emergency Regulation recently issued by
the City Manager authorizing the closure of Broad Street between Main Street and Bangor Alley, and
confirms authorization to keep that portion of Broad Street closed until September 7.
The City Manager recently issued an Emergency Regulation authorizing the Police Chief to close a
portion of Broad Street. This regulation allows nearby restaurants to use the closed street and West
Market Square to serve their customers, while still allowing for pedestrian traffic. Given the ongoing
COVID-19 pandemic, this allows restaurants, many of which may be reopening or expanding
operations in the coming weeks, to reduce risks associated with the pandemic while still serving
customers.
This Resolve supports the Council goal of improving the economic vitality of the city and promoting
job growth and economic development.

Supporting and Extending the City Manager's Emergency Regulation Regarding the Closure of Broad Street
WHEREAS, the City Manager recently issued an Emergency Regulation regarding the closure of a portion of
Broad Street;
WHEREAS, this regulation allows restaurants to use nearby outdoor areas to serve their customers;
WHEREAS, given the ongoing COVID-19 pandemic, this allows restaurants, many of which may be reopening
or expanding operations in the coming weeks, to reduce risks associated with the pandemic while still serving
customers;
WHEREAS, said Emergency Regulation also authorized certain parking spaces to be created, allowing for
increased social distancing by means of the increased curbside pickup of meals; and
WHEREAS, the City Manager's Emergency Regulation is limited to the period during which the City's
Proclamation Declaring State of Emergency of March 16, 2020 is in effect;
Be it Ordered by the City Council of the City of Bangor that,
The City Council supports the City Manager's action in issuing an Emergency Regulation authorizing the Chief
of Police to close the portion of the City right-of-way adjacent to West Market Square between Main Street
and Bangor Alley (the "Closed Area") to motor vehicle traffic, along with all other terms and conditions set
forth in said Emergency Regulation; excepting that if said Emergency Regulation shall expire before
September 7, 2020, until said date the Police Chief is authorized to keep closed the Closed Area and the other
terms and conditions of said Emergency Regulation shall remain in effect.

Aaron James felt that a portion of Broad Street should be kept open to traffic.
Gibran Graham stated that the disruption of residential deliveries was an unintended consequence of the closure. He felt the
order should be amended to revisit in a few weeks.
