FINANCE COMMITTEE MINUTES
June 16, 2020 @ 5:15 pm

1. Consent Agenda
a. Resolve, Ratifying Application for and Acceptance of $5,770 of Corona Virus
Emergency Supplemental Funding from Penobscot County
b. Order, Authorizing the Use of CARES Act Airport Grant Funds for FY 2020
c. Order, Authorizing Use of CARES Act Public Transportation Grant Funds for FY 2020
Motion was made and seconded to recommend Consent Agenda items to City Council for
passage, motion passed unanimously.
2. Bids/Purchasing
a. 50,000lb Vehicle Lift – Fleet Maintenance – Insight - $91,588
Motion made and seconded to approve purchase, motion passed unanimously.
b. DEF Dispensing Unit – Fleet Maintenance – Simard & Sons Inc - $44,562
Motion made and seconded to approve purchase, motion passed unanimously
c. Emergency Power Generation – WWTP – Southworth Milton - $1,297,640
Motion made and seconded to recommend purchase to City Council, motion passed
unanimously.
d. Project Security Fencing – Airport – Allenfarm Fencing - $29,109
Motion made and seconded to approve purchase, motion passed unanimously.
3. Request to Write off Personal Property Taxes
Staff reviewed the practice of writing off personal property taxes deemed uncollectible
on an annual basis depending upon the availability of overlay. The accounts proposed
represent those businesses no longer in existence or owners who have sold the
business. Personal property taxes are an obligation of the owner not the business.
Staff will be providing an update on the status of outstanding personal property
accounts in July.
Motion made and seconded to approve writing off personal property taxes, motion
passed unanimously.
