Authorizing Execution of a Contract with Northeast Paving in the Amount of $432,530 for Broadway Paving
Project
This order would authorize the execution of a contract with Northeast Paving in the Amount of
$432,530 for the Broadway paving project, which encompasses the section from State Street to
Stillwater Avenue.
This project is funded through MaineDOT's Municipal Partnership Initiative (MPI) Program where
MaineDOT provides 50% of the funding and the City provides the balance.
Typically staff would complete the design and put the project out to be competitively bid. Due to the
size of the project, it would limit the number of likely respondents. Currently Northeast Paving is
working on our Union Street paving project which is also an MPI project with MaineDOT. Northeast
Paving approached the City with a proposal to complete the Broadway project at the same pricing
level as the Union Street project, which was competitively bid.
When comparing the Union Street project pricing to those prices received on the City's Main Street
paving project, which opened on April 22nd, it appears the City has an opportunity to realize savings
under the proposal from Northeast Paving (Surface paving rates - Union Street Bid $105/ton, Main
Street bid $116/ton).
Therefore, staff recommendation is to execute a contract with Northeast Paving.

Authorizing Execution of a Contract with Northeast Paving in the Amount of $432,530 for Broadway Paving
Project
WHEREAS, the City is finalizing the design of the Broadway Paving project; and
WHEREAS, the City was approach by Northeast Paving, the contract holder for a similar project underway on
Union Street; and
WHEREAS, Northeast Paving proposed completing the Broadway Paving project at the same rates bid for the
Union Street project; and
WHEREAS, the City recently received bids for a similar project on Main Street; and
WHEREAS, the bids received for the Main Street project are in excess of 10% higher than those proposed by
Northeast Paving;
Now therefore, Be it Ordered by the City Council of the City of Bangor that, the Finance Director is hereby
authorized to execute a contract with Northeast Paving in the amount of $432,530 for the Broadway Paving
project.
