PLANNING DIVISION Memorandum To: Honorable Bangor City Council Cathy Conlow, City Manager From: Anne M Krieg AICP, Planning Officer Date: June 17, 2020 CC: Tanya Emery, Director of Community and Economic Development Paul Nicklas, City Solicitor Jeff Wallace, Code Enforcement Officer Re: Planning Board Recommendation June 16, 2020 199 Union Street - Change zoning district from Urban Residence 2 (URD -2) to Neighborhood Service District (NSD) Please accept this memorandum as the recommendation from the Planning Board for the noted item. The Planning Board considered this item in a properly noticed public hearing on June 16, 2020. The meeting was conducted using the city's Zoom account. The applicant, Matthew Willette, reviewed the application. Planning Officer Krieg reviewed the staff report. Her comments generally followed the staff report: A. The applicant is requesting a zone change from URD -2 to Neighborhood Service. The property is on the corner of Ohio and Drummond Streets. The property currently contains a redemption center. B. The Neighborhood Service District is my favorite zoning district in Bangor, as an aside. It establishes and confirms what is great about city residential life, that is, having a corner market or food to -go. I am not privy to the plans for this parcel, but this lot appears to be exactly for what this district was created. C. There was an administrative error on the first reading of this zone change. I accidentally typed (too quickly) 100 Ohio Street and not 199 Ohio Street. In speaking to the City Solicitor, it appears this is not a fatal flaw and the process can continue onward. Please note that the state -statute required notice to the abutters and the notice in the newspaper is accurate. The Board passed a motion, by roll call, made by Member Shaw and Seconded by Member Brush, to recommend to the City Council that the said zoning district change ought to pass. They also requested the City Council amend the Council Action to change the address to 199 Ohio Street.
