- THAT the attached report of the City Engineer regarding
the estimated cost and possible assessments for the extension
of the sanitary 'sewer on Hogan Road in a southerly direction
toward Mount Hope Avenue be and hereby is accepted, and be it
further

THAT said sewer be installed immediately, and be it further
ORDERED,
THAT the sum of Eighteen Thousand Dollars ($18,000.00) be
transferred from the Reserve for Future Construction - Sewer
Account to cover the cost of said construction.

To the Municipal Officers:
Reference is made to City Council Order No. 203 AR passed
Tune 9, 1980, directing the City Engineer to undertake a study
to determine the cost of extending sanitary sewer service on
Hogan Road between Penjajawoc Stream and Mount Hope Avenue.
Plana and Cost Estimates have been completed, which would
provide for the following:
The proposed sewer extension would consist of the -instal-
lation of 830feet of 8 inch pipe and 3 manholes, extending
south from an existing pump station near Penjajawoc Stream
toward Mt. Hope Avenue. .The total estimated cost of the sewer
installation is $181000.00. Of this amount, the City would
pay 50%, and the remaining amount would be assessed against the
properties benefitted, as follows:

As will be noted above, much of the property is considered
to be non -assessable. The property, of Edythe L. Dyer is con-
siderably lower than the sewer, and could thus notusethe sewer
without the construction of a pump station;. furthermore, the
Dyer property will eventually be served by the Penjajawoc
Collector sewer, to be constructed subsequent to the Penobscot
East Interceptor Sewer.
A large portion of the land on the west side, being part
of the Eastern Maine Vocational Technical Institute, is con-
sidered non -assessable, since it is alreadyserved by a sanitary

sewer; however, approximately 300 feet of the =TI frontage
is considered assessable, since it is much closer to the proposed
new sewer than to the existing sewer.
The property of Elpla, Inc. would receive no immediate
benefit from the sewer, since that property is presently served
by its own pump station, and is connected into the sewer on the
FVWI property; however, there is a possibility that it might
be feasible for Elpla to tie in to the proposed new sewer at
some time in the future when operating or replacement coats of
their pump might outweigh the cost of connection. In this
respect, it is felt that a deferred assessment should be placed
against the Elpla property, to be paid at such time as entry
into the proposed new sewer is requested. It is further suggested
that the deferred assessment be paid by QV Realty, upon the
condition that they be reimbursed at such time as Elpla, Inc.
decides to enter the sewer.
Although a large portion of the frontage in question is
non-assessableit should be pointed out that it has been the

City's policy n the past to include such frontage in the
computation of front -foot assessments; otherwise, an unduly
severe assessment would result against a few individual properties.
It should be further pointed out that the proposed sewer will
probably eventually be extended to Mt. Rope Avenue and beyond,
and all of the frontage to be covered by a future extension will
be assessable.
For these reasons, it is recommended that Qv Realty be
assessed on the basis of their frontage and the Elple, Inc.
frontage, and that a deferred assessment be placed against
the Elpla property, to be levied and reimbursed to QV Realty
at such time as entry into the sewer is requested in the future.
Plans of the proposed sewer installation are on file in
the Office of the City Engineer.
