THAT the attached report of the City Engineer showing the
estimated costs and possible assessments.. for the extension of
the Benduskeag Avenue Sewer for a distance of 2,022 feet south-
east from the Broadway Lateral Sewer crossing be and hereby is
accepted, and be it further
ORDERED,
THAT the construction of said sewer commence as soon as
possible, and be, it further
ORDERED,
THAT the sum of Eighty Thousand Dollars ($80,000.00) be
transferred from the Reserve for Future Construction - Sewer
Nand to cover the cost of said construction.

Amended Report
October 9, 1980
To the Municipal Officers:
Reference is made to a report dated September 4, 1980,
attached to City Council Order No. 283 AH, which describes
the proposed extension of the sanitary sewer on Kenduskeag
Avenue southeast from the Broadway Lateral Sewer, and which
outlines the estimated cost and recommended assessments for
said sewer construction.
Certain changes have occurred with regard to assessable
frontage since the original report was submitted; therefore,
the following amended report is submitted to supersede the
report dated September 4, 1980:
The proposed sewer extension would consist of the instal-
lation of 2,022 feet of 8 inch pipe and 8 manholes extending
southeast from the existing Broadway Lateral Sewer crossing
to a point near the Eastern Maine Orphan's Home, and the total
estimated cost is $77,320.00, with 50% to be paid by the City..
The proposed design and estimated cost has not changed; however,
the following is an amended list of property owners and assess-
ments;

The changes reflected above include -the increase of the
non -assessable frontage of Dr. Roy Patten from 295 feet to 467
feet, and the addition of 75 feet of non -assessable frontage
to the property of the Bangor Baptist Church. The reasons for
this are that part of the Patten frontage is encumbered by a
Resource Protection Zone, which would not permit the construction
of a dwelling, and the property would thus not benefit by the
sewer. The property is further encumbered by a 50 -foot Easement
for the existing Searsport-Limestone Pipeline, and the property
of the Bangor Baptist Church is also encumbered to a width of
75 feat by the same Pipeline. The revised list also recognizes
the recent purchase of the Morgan property by Charles and dsnelle
Wheldon. The list also reflects three additional replies which
were received subsequent to the submission of the previous report.
This project was originally recommended by the City Health
Department due to instances of malfunctioning septic took systems
near the upper end of the proposed sewer extension, which results

in the overflow of raw sewage into the right-of-way of Eeaduskeag
Avenue, thereby creating a definite health hazard. It should also
be pointed out that at least two of Che property owners contacted
indicated that the psyment of the assessment would be a financial
hardship, and. the City Eagi:^er indicated that they could apply to
the City Treasurer or to thr Finance Committee for provisions to
pay the assessment in mango,dle installments, should the sewer
be constructed. Sir-, there are existing malfunctioning septic
systema in the area, and since greater residential growth can be
anticipated, it is recommended that the sewer be constructed.
Plana of the proposed sewer extension are on file in the
Office of the City Engineer.

the City Engineer to make a cost study for the extension of
sanitary sewer service on Eenduskeag Avenue southeast from the
Broadway lateral Sewer crossing, the following report is sub-
mitted:
The proposed sewer extension would consist of the instal-
lation of 2,022 feet of 8 inch pipe and 8 manholes extending
southeast from the existing Broadway Lateral Sewer crossing to
a point near the Eastern Maine Orphan's Home. The total esti-
mated cost of the sewer installation is $77,320.00. Of this
amount, 50% would be paid by the City, and the remaining amount
would be assessed proportionately against the properties bene-
fitted, as follows:
