ORDERED, THAT WHEREAS, by approving and adopting the Revitalization Plan for the East Side Neighborhood Conservation Project through Council Order 227 AS on June 23, 1930, the City Council of the City of Bangor determined that the East Side Neighborhood Conservation project is a blighted area as defined in 30 M.R.S.A. Sections 4851 - 4854 and 1a hereby designated as such; and YalEREAS, it has been found that there are certain properties located in the East Side Neighborhood Conservation Project Mich present a blighting influence on the area and are detrimental andsa to the safety, health, morals and general welfare of the occupants and cess thereof and the citizens of Danger at large; and Wi&.REAS, by approval of Council Order 101 AN, on February 25, 1980, the City Council authorized the submission of an application for Commennity Develap- ment Small Cities funds Mich provides for the acquisition and clearance o rehabilitation of scattered dilapidated structures in the East Side Neighborhood Conservation Project; and WHEREAS, the U.S. Department of Housing and Urban Development on MAS 20, 1980 approved funding of the City's application for Community Development Small Cities famds and subsequently executed a Grant Contract with the City allowing it to undertake activities specified in the application; NOW, THEREFORE, DE IT ORPERED BY THE CITY COUNCIL OF THE CPM OF BANGOR THAT the Director of Planning and Comity Development is hereby authorized to proceed with the acquisition and clearance or rehabilitation of tine following pro- perties located in the East Side Neighborhood Conservation Project: } 1. 18 Birch Street (City Assessor Sheet 559 nut 93), being more particularly described in Penobscot Registry a Deeds Volume 2112, Pages 489 a,v3 492. 2.� 50 E.
