Management Grant at the Maine State Planning Office

ORDERED,
THAT WHEREAS, the Maine State Planning Office has indicated that
there are funds available forthe City of Bangor in the next fiscal year
under the Coastal Zane Management Program and that the Projects proposed
for funding would include the following:
1) Implementation of plana for public access at the joint
marina facility site (with cost sharing by the Town of
Hampden) and at the Bangor landing site to include assis-
tance in securing necessary approvals and licenses for the
projects as weli.asexploring potential funding sources.
2) Development of a plan for re -use of the Penobscot River
frontage based on the inventory and analysis done under
CZM fundingin fiscal 1980 (presently underway). This
study would also be funded jointly with the Town of Hampden
and would include, in addition to the reuse plan, proposed
implementation measures.
3) Preparation of landscaping plans for specific sites in the
downtown area along the Kenduskeag Stream and at the mouth
of the stream along the Penobscot River frontage as funds are
available, as a part of the implementation of the reuse plan.
NOW THEREFORE, BE IT ORDERED, THAT the City Manager be and is
hereby authorized to file the necessary applications with the Maine State
Planning Office on Behalf of the City., a copy of such applications being
on file in the City .Clerk's Office,
STATEMENT OF FACT: Because of proposed funding of the Coastal Zone
nagema(Ty ent rP ogrem for an 18 month period (in the next fiscal year),
Bangor's tentative formula allocation under the program is $15,300.
It is possible under a joint project with the Town of Hampden to incur
a bonus of up to 30% of this figure generating an additional $4,500.
plus for the City's benefit. The major amount of the money is projected
to be used for the Urban Waterfront Reuse Plan. The amount of work which
can be accomplished in the area of specific landscaping plans and specific
design for other sites will have to be determined at such time as final
figures are made available by the Maine State Planning Office (prior to
entering into the program with the Maine State Planning Office).
