ORDERED,
THAT a sanitary sewer be installed on Kenduskeag Avenue
extending in a northerly direction for a distance of approxi-
mately 1,400 feet from the Broadway Lateral Sewer, on the
condition that the total private share of $16,123.00 be pre -
funded by the Bangor Baptist Church, with deferred assessments
to be placed against the other properties benefitted, to be
reimbursed to the Bangor Baptist Church as sewer entry is
requested, and be it further
MDEREDI -
THAT the sum of Twenty-three Thousand Seven Hundred
Dollars ($23,900.00) be transferred from the Reserve for
Future Construction - Sewer Account to cover the City's share
of the coat, upon receipt of payment from the Bangor Baptist
Church.

To the Municipal Officers:
Reference is made to City Council Order No. 255 AN passed
August 11, 1980 directing the City Engineer to determine the
cost of extending sanitary sewer service on Kenduskeag Avenue
in a northerly direction from the Broadway Lateral Sewer.
Plans and Cost Estimates have been completed, which would
indicate the following:
The proposed project would consist of the installation of
1,400 feet of 8 inch pipe and 5 manholes, extending in a northerly
direction from the Broadway Lateral Sewer. The total estimated
cost is $39,750.00. Of this amount, the City would pay 50% and
the remaining $19,865.00 would be assessed proportionately against
the properties benefitted, as follows:

As indicatedabove, all of the property owners are opposed
with the exception of the Bangor Baptist Church. Accordingly,
it is recommended that the sewer not be constructed unless the
assessments against those property owners who are opposed are
deferred,. and the total private share of $16,,123.00 be prefunded
by the Bangor Baptist Church. It is proposed that 12% simple
arcual interest be added to the deferred assessments each year
for a period of ten years, or until entry is requested into the
sewer, whichever time is less. As the deferred assessments and
interest are paid, it is recommended that the Bangor Baptist

Church be reimbursed the amount of the original assessment plus
80% of the accrued interest, the remaining 220"6, to offset City
administrative costa. Deferment of the assessments would be
subject to the receipt of an approved Subordinate Agreement
from the property owners.
Plana showing the proposed sewer extension are on file in
the Office of the City Engineer.
