Northerly from Broadway_ lateral Sewer CITY OF BANGOR, MAIM Engineering Department September 24, 1981 To the Municipal Officers: Reference is made to City Council Order No. 255 AN passed August 11, 1980 directing the City Engineer to determine the cost of extending sanitary sewer service on Kenduskeag Avenue in a northerly direction from the Broadway Lateral Sewer. Plans and Cost Estimates have been completed, which would indicate the following: The proposed project would consist of the installation of 1,400 feet of 8 inch pipe and 5 manholes, extending in a northerly direction from the Broadway Lateral Sewer. The total estimated cost is $39,750.00. Of this amount, the City would pay 50% and the remaining $19,865.00 would be assessed proportionately against the properties benefitted, as follows: Name Frontage Estimated Assessment EAST SIDE Dorothea B. Grant 225' Non -assessable Bangor Baptist Chureh 1,119' $7,681.00 (In Favor) WEST SIDE Roy S. Patten 320' Non -assessable Francis J. Woodhead 300' $2,059.00 (Opposed) Florence F. Wood 490' $3,363.00 (Opposed) George E. Kelliher 125' $858.00 (Opposed) Clara Bridges 315' $2,162.00 (Opposed) As indicatedabove, all of the property owners are opposed with the exception of the Bangor Baptist Church. Accordingly, it is recommended that the sewer not be constructed unless the assessments against those property owners who are opposed are deferred,. and the total private share of $16,,123.00 be prefunded by the Bangor Baptist Church. It is proposed that 12% simple arcual interest be added to the deferred assessments each year for a period of ten years, or until entry is requested into the sewer, whichever time is less. As the deferred assessments and interest are paid, it is recommended that the Bangor Baptist -1- Church be reimbursed the amount of the original assessment plus 80% of the accrued interest, the remaining 220"6, to offset City administrative costa. Deferment of the assessments would be subject to the receipt of an approved Subordinate Agreement from the property owners. Plana showing the proposed sewer extension are on file in the Office of the City Engineer. Respectfully submitted, J Frawley, City Engineer
