Frawley, City Engineer Subject: Birch Hill Estates Trailer Park Thin office has reviewed the latest Plane dated May 229 1981 for the subject project, and offer the following comments: 1. The lots are not numbered and the streets are not identified on the set of Plans which I have, no that it is difficult to describe the exact location of deficiencies. 2. On the Revised Lotting Plan, it appears that there are nine existing trailers which are too close to the right- of-way, being the road extending northwest from the circle. 3. There is one proposed trailer on the northeasterly side of the project area which is too close to the boundary line, being adjacent to property owned by the Eastern Maine Association for the Retarded, Inc. 4. On the Drainage Plan, the following comments are offered: (a) The Plan does not indicate where the drainage outlets along the southwest side of the project drain to, the, first point of concern being the existing 15" Pipe outlet located approximately 500 feet northwest of Judson Boulevard. It would appear that this drains towardthe future residential subdivision area. (b) I seriously doubt that the existing 12" storm drain has sufficient capacity to take the flow from the area above. It is felt that the Engineer should verify that it. has sufficient capacity, or the pipe should be replaced with a larger pipe. (c) The next drainage swale extends in a southerly direction, and apparently dumps directly onto Judson Boulevard. This should be connected into the existing catch basin on Judson Boulevard by a 15" minimum pipe connection into the side of the catch basin. (d) The drainage ditch on thesoutheastside, nearest to Judson Boulevard, connects into the existing 24" line on Judson Boulevard. This may suffice, although I believe that -1- we should have assurance from the Engineer that drainage cal- culations will support the additional volume of flow into that. sewer. (e) The most southerly storm sewer discharge enters an existing drainage seals which parallels Balsam Road, which in turn is connected into a 24" storm sewer on Balsam Road by a catch basin. I do not believe that the single catch basin grate will take the entire volume of water which this line would intercept, and would suggest that the catch basin should be removed, the ditch deepened, and the end of the 24" pipe rap - rapped to receive the flow. Again, the Engineer should give assurance that the flow calculations do not indicate that the existing 24" line will be overloaded. (f) In the easterlT corner of the project, there are two catch basins and a 15' sewer, and it is not clear as to where the sewer discharges. It would appear to be headed toward the land bordering the southeast side of the project,.. the ownership of which is not sbown. 5• On the Utility Plan, a pump station is indicated in the northeast corner of the project. The Planning Board voted five in favor and none opposed to recommend approval of the Construction Permit to the City Council subject to the following conditions: 1) Deletion of Lot # 239 2) Relocation of the mobllehome on int 93 so that it is at lease 10 feet from the southwest streetline. However, there being no provision for a waiver m a Variance from the requiremed andr by virtue of the fact that this is a self-imposed hardship, I most recmmend that the terms of the Ordinance either be fully met or, that this matter be negotiated io the reasonably foreseeable future. SFwokr Jr. SBBJFGT: LRrch Rill Mobilehome Park Me is to advise you that 1 have reviewed the set of place for the Birch 8511 Estates Mobilebome Park off Broadwar and tomato Road and developed by Judson Grant. Based on review of these place and prior kro ledge of the developing site Rum field visits by Earle Refuse formerly of this Department: I find no public health Problems with the development which w d prevent its approval by the City or Planning Board. It should of course be notedv that Mr. Giant ought to be required to provide assurances that properly designed aM installed sewer and water correctors will be provided for each un.t located in the Park and that when aro trailer pads are empty: the correctors will be Properly capped off.
