THAT the zoning boundary lines as established by the Zoning Map of
the City of Bangor dated September 23, 1974, as amended, be hereby
further amended as follows:
By changing a parcel of land located at 38 Blue Hill East (Tax Map
No. R-22, Parcel No. 3B) from Commercial 1 Zone to Commercial 2 Zone.
Said parcel containing approximately 40,000 sq. ft. and being more
particularly indicated on the map attached hereto and made a part
hereof.

RETURN FORM AND DUPLICATE TO PLANNING DIVISION, CITY HALL, BANGOR, MAINE
Action for a zoning change will be initiated with the Bangor City Council and
referred to the Bangor Planning Board. Statutes require a Public Hearing before the
Planning Board, after a public advertising (at least SO days prior to such public
hearing), -for all changes to the sound ordinance of the City of Sanger. The re-
commendation of the Planning Board is than returned to the Barger City Council for
final action.

The Bangor Housing Authority wishes to emphatically oppose the proposed
zone change on Blue Hill East from. Gpbmercial 1 to Gomlercial 2. It is my
understanding that it is the desire of the owner to install gas pumps at this
location.
Our opposition is based on the following reasons:
I. Opposite site of the streets residential and change to
6-2 zone is inconsistant withthe neighborhood.
2. This street is too narrow to accommodate additional traffic.
It is very congested at present. There are
a great number
of children using this street to go to thetyro existing
stores.
3. This propertyis ) close proximity to the 'Down East School.
Adjacent property to this facility should not be coned to
allow this o any other commercial business beyond the existing
stores already at this location.. -
Would you please place this letter on
record indicating our opposition
to the proposed Coming change. It would be my desire to attend this meeting
but a previously arranged meeting prohibits myattendance.

Please be advised that the Planning Board at its regularly
scheduled meeting on July 6, 1981, held a public hearing on the
above request.
After careful consideration of the residential nature of the
area and its proximity to the elementary school, the Planning Board
voted foes in favor and one opposed to recommend denial of the above
zone change request.

The Planning Board at its meeting of July 20, 1981 reviewed
the question of the Bangor Housing Authority's letter submitted in
regard to the above zone change request at the July 6th public hearing.
Since the public hearing the Housing Authority met (on July 15th)
and discussed the zone change. The attached letter from Mr. Robertson,
Executive Director of the Housing Authority, indicates the support of
the Authority Members for gasoline service at the site but stops short
of endorsing a change in the zoning to C-2.
Contrary to the Bangor Daily News article, the Planning Board
voted to report back to the City Council the position of those present
n the effect of the initial Housing Authority letter on the action
taken at the July 6th Planning Board meeting. One member, voting in
favor of the zone change request, indicated the letter was notan
important factor in his decision. One Member, voting in opposition
to the zone change request indicated the letter was an important
influence on his decision and one Member voting inopposition to the
zone change request indicated that the letter was not an important
consideration in her decision. Two Board Members, who voted in
opposition to the zone change request were unavailable for comment.
One Alternate Member present at the July orb meeting; but not voting;
indicated that the letter was not influential in her opinion.

The above Item w s discussed at a regular Board Meeting of the Housing
Authority Board of commissioners held on July 15th..
After evaluation of the request for this change which would allow the
installation of gas pumps at the location in question and the petition
of approximately 160 tenants who desired this service, the Board voted
unanimously to indicate to the Planning Board their approval of the
installation of the gas pumps.
