The Finance Committee of the City Council may approve ad offering price for the purchase of the property based on its appraised value. 3. If the owner sccepts the Finance Committee's authorized offer to purchase the property located at 20 Birch Street, the Director oP Planning and Cammnnity Development may acquire the property on behalf of the City of Berger and demolish or rehabilitate the Same. 4. If the property is acquired by the City and it is determined that it is feasible to rehabilitate the property, the Finance Committee of the City of Bangor may, authorize the Director of Planning and Community Development to enter into a contract approved by the Finance Commaittee for its rehabilitation. 5.
