Clerk to place on e ballot at a Special Election to be held on the following question: "Shall the municipality approve the charter amendments reprinted below?" I1( That the provisions of Sec. 4(a) of Article VI, Bangor City Charter, be deleted and replaced with the -following: _ SEC. 4 Budget. (a) There shall be an interim six- mwth fiscal veacommencing January L. 1982 and ending June 30. 1982. Thereafter. the fiscal year of the city goy ent shall c on the first day of July and shell end on the Seth day of June of each calendar year. [21 That the provisions of Sec. 4(b) of Article VI, Bangor City Charter, be deleted and replaced with the following; (b) Not later than the first Monday in December, 1981, the citymanager shell submit to the Council a current expense budget which shall be a complete financial plan for the interim six-month fiscal year. Thereafter. the city nanager shall, not later than the third Monday in - March, submit to the Council an annual current expense budget, bhich Shall bee complete financial plan forthe suing fiscal year. [31 That the provisions of Sec. 5 of Article VI, Bangor City Charter, be amended with the following: SEC. 5 Budget changes. The Council may insert new items of expenditure or may increase, decrease, or strike out Items of expenditure, except that no item of appropriation for debt service shall be reduced. In the event the City Council shall fail to adopt a budeet by the beginning .date of the fiscal year, the proposed budget as presented by the city earnest shall automatically become the city budget for the fiscal year. Explanation: The purpose of this amendment is to provide for a change in the fiscal year of the City of Bangor from January 1 - December 31 to July 1 - Joao 30, and to require adoption of the annual budget prior to the beginning of the fiscal year.
