THAT the zoning boundary lines as established by the Zoning, Map of
the City of Bangor dated September 23, 1974, as amended, be hereby
further amended as follows:
By changing a'parcel of land located at 292 State Street (Tax Map
No. 54, P.brcel No. 111) from Commercial 1 Zone to Commercial 2. Zone.
Said parcel containing approximately 3/4 acre and being more particularly
'indicated on the map attached hereto and made a part hereof.

It Was with interest and alarm, that I read the public
'notice concerning she proposed amendment to the zing
ordinance of a parcel of land located at 292 State
Street from a commercial 1 to a commercial 2 zone.
My wife Donna and I have lived at 113 Birch Street for
approximately five years. This is neighborhood I
remember from my youth, with closeneighbors, friends
and gracious old homes. I made my decision to locate
in the heart of the city to take advantage of this
neighborhood's particular character.
We join with our neighbors in sharing the hope of re-
habilitating our older neighborhood and becoming a
proud part of the city. In these difficult economic
times people may choose to be near their hospitals,
schools and work to reduce travel costs. We were excited
to see that the city had been given block grants for the
rehabilitation of lower Birch Street and its contiguous
neighborhoods, and hoped that the city planners would be
consistent in encouraging young families to reclaim the
grandeur of Bangor past. In these times of expensive
and prohibitive home building; young people are being
attracted back to the inner city to reclaim elder homes;
to repair and rebuild them with great pride.
It is the inconsistencies of the city which are discour-
aging. There is little motivation in planning a home -
site when there is a complete lack of integrity in zoning
in this city. When does a residential neighborhood be-
come a commercial neighborhood? Overnight?
Unfortunately, I am not able to appear for the public
hearing as I an in the Federal Court in Portland in
the midst of a three-week trial. However, you will
have only to read this letter to hear the scorn and dis-
gust in my voice concerning the lack of comprehensive
planning whichcan be relied upon in this city, if
Birch Street is not to remain residential, then certainly
I must protest the $1,100.00 property tax which we pay
upon .our. home - which lies but a few houses above the
proposed zone change.
We have seen the neighborhood change in the past five
years for the better as the properties have begun to
be rehabilitated, and would hope to see goverment
funds for further rehabilitation soon.
If commercial zoning continues to creep in, we certainly
will not stand by and continue to pay taxes for an illu-
sory residential property. while we would like to stay
n Bangor, perhaps we will be chased into the suburbs
and Bangor will continue to lose a good, solid tax base
- which would only continue to burden the few who share
the huge coat of running city schools, transportation,
airport, fairgrounds, auditorium and civic center. Why
should one liveinthe city and pay high taxes when one
ouldlive in the suburbs and still share all that Bangor
has to provide? -
We hope that our city council in its good judgment will
support our planning board which has denied the appli-
cation for a zone change in the Birch Street -State -Street
area, and in so doing preserve the concept of neighbor-
hood integrity. - '

Action for a coning change will be initiated with the Bangor City Council and
referred to the Bangor Planning Heard. Statutes require a Public Hearing before the
Planning Board, after a public advertising (at least 10 days prior to such public
hearing), for all changes to the coning ordinance of the City of Bangor. The z -
coseendation of the Planning Board is then returned to the Bangor City Council for
final action.

Council ordinance No. 81-134
Please be advised that the Planning Board at its regularly
scheduled meeting on April 21, 1980, held a public hearing
on the above request.
After careful consideration of the nature of the area, and
its proposed use in the Comprehensive Plan the Board voted four
in favor and one opposed to recommend denial of the above zone
change request.
