Councflmad CITY OF BANGOR, MAINE Engineering Department April 11 1981 To the Municipal Officers: Reference is made to City Council Order No. 298 AS passed October 25, 1980, directing the City Engineer to determine the cost of extending sanitary sewer service to the Martel Trailer Park on Outer Hammond Street. Surveys, Plans and Cost Estimates Move been completed, which would provide for the following: The installation would consist of 1,100 feet of 8 inch pipe and 4 manholes, commencing at the existing sanitary sewer on the Hammond Street Bulge and extending in a northeasterly direction along the property line between land owned by Carl 'Simpson and land owned by Sidney Epstein and Kenneth Burson, terminating at a manhole in Cuter Hammond Street in front of the Martel Mobile Rome Park. The total cost of the sewer construction is estimated at $24,840.00. Of this amount, the City would pay 50%, and the remaining $12,420.00 would be assessed against the properties benefitted, as follows: Estimated Name Assessment In Favor Opposed Carl C. Martel 1337 Hammond St. $89120.00 $89120.00 $49300.00 Mr. Simpson indicated that he presently has a satisfactory septic tondo, and is therefore not interested in connecting into the sewer. Mr. Epstein indicated that the property owned by Mr. Burson and him is presently undeveloped, and he seem no benefit to their property in the foreseeable future. Mr. Martel was advised that it might be necessary for him to pay the roll private share of $121420.00 if the other parties were not in favor of the project at this time, but that deferred assessments would be placed against the other properties, which they would be required to pay if and when they decide to enter the sewer. m! It is recommended that the sewer be constructed provided that Mr. Martel prefund the private share of $12,420.00, and that Subordinate Agreements be prepared covering the deferral of the assessments against Simpson and the property of Epstein and Kurson, which would require them to pay the assessment plus 8% annual simple interest for the first ten years of deferral upon request for entry into the sewer, said payment to be reimbursed to Mr. Martel.
